The INBIOSA project brings together a group of experts across many disciplines who believe that science requires a revolutionary transformative step in order to address many of the vexing challenges presented by the world. It is INBIOSA’s purpose to enable the focused collaboration of an interdisciplinary community of original thinkers. This paper sets out the case for support for this effort. The focus of the transformative research program proposal is biology-centric. We admit that biology to date has been more fact-oriented (...) and less theoretical than physics. However, the key leverageable idea is that careful extension of the science of living systems can be more effectively applied to some of our most vexing modern problems than the prevailing scheme, derived from abstractions in physics. While these have some universal application and demonstrate computational advantages, they are not theoretically mandated for the living. A new set of mathematical abstractions derived from biology can now be similarly extended. This is made possible by leveraging new formal tools to understand abstraction and enable computability. [The latter has a much expanded meaning in our context from the one known and used in computer science and biology today, that is "by rote algorithmic means", since it is not known if a living system is computable in this sense (Mossio et al., 2009).] Two major challenges constitute the effort. The first challenge is to design an original general system of abstractions within the biological domain. The initial issue is descriptive leading to the explanatory. There has not yet been a serious formal examination of the abstractions of the biological domain. What is used today is an amalgam; much is inherited from physics (via the bridging abstractions of chemistry) and there are many new abstractions from advances in mathematics (incentivized by the need for more capable computational analyses). Interspersed are abstractions, concepts and underlying assumptions “native” to biology and distinct from the mechanical language of physics and computation as we know them. A pressing agenda should be to single out the most concrete and at the same time the most fundamental process-units in biology and to recruit them into the descriptive domain. Therefore, the first challenge is to build a coherent formal system of abstractions and operations that is truly native to living systems. Nothing will be thrown away, but many common methods will be philosophically recast, just as in physics relativity subsumed and reinterpreted Newtonian mechanics. -/- This step is required because we need a comprehensible, formal system to apply in many domains. Emphasis should be placed on the distinction between multi-perspective analysis and synthesis and on what could be the basic terms or tools needed. The second challenge is relatively simple: the actual application of this set of biology-centric ways and means to cross-disciplinary problems. In its early stages, this will seem to be a “new science”. This White Paper sets out the case of continuing support of Information and Communication Technology (ICT) for transformative research in biology and information processing centered on paradigm changes in the epistemological, ontological, mathematical and computational bases of the science of living systems. Today, curiously, living systems cannot be said to be anything more than dissipative structures organized internally by genetic information. There is not anything substantially different from abiotic systems other than the empirical nature of their robustness. We believe that there are other new and unique properties and patterns comprehensible at this bio-logical level. The report lays out a fundamental set of approaches to articulate these properties and patterns, and is composed as follows. -/- Sections 1 through 4 (preamble, introduction, motivation and major biomathematical problems) are incipient. Section 5 describes the issues affecting Integral Biomathics and Section 6 -- the aspects of the Grand Challenge we face with this project. Section 7 contemplates the effort to formalize a General Theory of Living Systems (GTLS) from what we have today. The goal is to have a formal system, equivalent to that which exists in the physics community. Here we define how to perceive the role of time in biology. Section 8 describes the initial efforts to apply this general theory of living systems in many domains, with special emphasis on crossdisciplinary problems and multiple domains spanning both “hard” and “soft” sciences. The expected result is a coherent collection of integrated mathematical techniques. Section 9 discusses the first two test cases, project proposals, of our approach. They are designed to demonstrate the ability of our approach to address “wicked problems” which span across physics, chemistry, biology, societies and societal dynamics. The solutions require integrated measurable results at multiple levels known as “grand challenges” to existing methods. Finally, Section 10 adheres to an appeal for action, advocating the necessity for further long-term support of the INBIOSA program. -/- The report is concluded with preliminary non-exclusive list of challenging research themes to address, as well as required administrative actions. This paper contrasts the conceptions of "Nothigness" and "nihility" in Western continental philosophy and Japanese philosophy. The experience of the Self, and the experiences of the transcendent, are constructed upon the prevalent assumptions of the culture that the individual finds herself in. The question of the relationship between the "I" and the "World" is differently solved (or stabilized, fixed) in different cultures. I seek to defend and interrogate the claim that Japan's core metaphysical stance is that of non-dualistic non-essentialism. In (...) Takeuchi Yoshimi's words, "Japan is nothing." By contrast, Europe is "something" - e.g., history, space, structure, being. The European metaphysics of self-understanding, at least in some aspects of Continental thought, is based on the primacy of being over nothingness, whereas Japanese metaphysics is based on the non-duality of substance and insubstantiality. Japanese metaphysics, Japanese self-identity, is "zero." Japanese metaphysics, including Buddhism, is based on the idea of nonsubstantiality, i.e. groundlessness of Being. We could say that in Japan "the transcendental center that consolidates the system is absent" (Karatani 1990: 70). This analysis illuminates how differently, and still productively, the experience of nihilism can appear in Japan and in the West. (shrink)

In this paper, I assess John McDowell's paper "Avoiding the Myth of the Given" (2009) (AMG) and its theory of epistemological openness to the world. I trace its motivations back to Kantian, Sellarsian and Aristotelean roots. I argue that McDowell subscribes to a kind of Holistic Theory of Rationality (HTR). To explain the HTR, I will analyze the Sellarsian notions of the "Manifest Image," the "Myth of the Given" and the "logical space of reasons." I argue that the holistic nature (...) of McDowell's theory gives it particular properties that put it in need of conservatism, because all the elements of the theory "hang together" - i.e. cohere - in a dangerous fashion. I argue that McDowell cannot afford big changes without upsetting the apple-cart. With this in mind, I shall assess the merits and demerits of AMG, and its modified theory of perceptual content, as an attempted conservative reform of HTR. I want to argue that, taken independently, AMG is a good and important change, but taken holistically it is non-conservative, and disruptive, of the McDowellian picture. Thus, if we wish to proceed with the McDowellian path, we are led to a choice between rejecting the local reform (and retreating back to an earlier version) or demanding further explanations of its global implications. Um princípio moral a priori, segundo Kant, não resulta dizer que ele vem antes da experiência moral, mas que pode ter uma origem independente dela, recebendo uma justificação sem um recurso à experiência. A Metafísica dos Costumes de Kant é de ordem metodológica, sendo que o método analítico consiste em que a partir do saber filosófico aplica-se o princípio a casos particulares. Desse modo, Kant procura estabelecer o princípio supremo da moralidade e, este seria um juízo sintético a priori, tendo (...) as formas puras da sensibilidade e do entendimento para possibilitarem os juízos sintéticos a priori. Além disso, o princípio supremo da moralidade justificará a priori e deduzirá dele as obrigações morais. Há três proposições fundamentais das quais Kant estabelece para apresentar o princípio supremo da moralidade: a primeira refere-se ao valor moral da ação da qual está em seu cumprimento por dever e não simplesmente em conformidade com o dever; a segunda proposição afirma que uma ação desempenhada por dever não tem seu valor no propósito a ser atingido, mas na máxima que a determina; e por fim, a terceira declara o dever sendo a necessidade de uma ação executada por respeito à lei. Kant alcança o imperativo moral através de desdobramentos conceituais, onde formula o Imperativo Categórico sendo uma máxima de ação que possui um valor universal, isto é, aplicada ao indivíduo e para todos os outros seres racionais. Todo comportamento moral é, segundo Kant, comportamento regrado. Isso quer dizer que o agir moralmente consiste em seguir a lei moral de certo modo. Há um quadro de deveres apontado na obra Metafísica dos Costumes, onde se apresenta a distinção entre os deveres para consigo e deveres para com os outros e, dessa maneira, entende-se em deveres para consigo como, não cometer suicídio e desenvolver os talento, e assim, em deveres para com os outros se entende como, manter as promessas e ajudar as pessoas que necessitam. E portanto, Kant critica a Regra de ouro por não fazer essa distinção entre deveres para consigo e deveres para com os outros. O imperativo categórico institui a necessidade de julgar as máximas desde um ponto de vista imparcial, e uma máxima de ação é uma regra de agir que tem validade apenas para um indivíduo. Desse modo, uma ação praticada por dever tem seu valor na máxima que a determina, isto é, uma máxima de ação é uma regra subjetiva do agir, a possível portadora do dever moral. Kant testa as máximas a partir daquilo que ele considera o princípio supremo da moralidade, ou seja, o Imperativo Categórico. Logo, um imperativo é um mandamento da razão, onde todos os imperativos exprimem-se pelo verbo dever. Sendo assim, há duas subclasses básicas de imperativos: hipotéticas ou categóricas. Um imperativo hipotético apresenta uma ação como necessária para atingir um determinado fim, e os imperativos hipotéticos ainda se subdividem em problemáticos, isto é, para uma intenção possível, e em assertóricos, para uma intenção real. O Imperativo Categórico é o princípio que estabelece se as máximas de ação, ou seja, são regras subjetivas do agir, que podem ser consideradas leis práticas. Em outras palavras, o Imperativo Categórico é uma norma para decidir quais máximas podem ser transformadas em leis práticas. A fórmula geral do Imperativo Categórico, “Age apenas segundo uma máxima tal que possas ao mesmo tempo querer que ela se torne lei universal’’ é o único princípio da moralidade. Portanto, a universalidade de uma máxima é a exigência do princípio supremo da moral de Kant. Ter uma vontade boa é exatamente cumprir o dever pelo dever, e é exatamente isso que confere valor moral a nossas ações. Logo, seguir uma lei moral é apenas uma condição necessária do agir moralmente, mas não é suficiente. Kant em a Fundamentação da metafísica dos costumes sustenta, desse modo, que: “Não há nada em lugar algum, no mundo e até mesmo fora dele, que se possa pensar como sendo irrestritamente bom, a não ser tão-somente uma boa vontade.” (KANT, GMS, 4: 393) Segundo Kant o conceito de bom e mau não tem que ser determinado antes da lei moral, isto é, não existe nada de modo absoluto bom, mas apenas existe uma boa vontade. Desse modo, Kant critica tanto a ética antiga de virtudes e a ética utilitarista de seu tempo. Algumas propriedades são até favoráveis a essa boa vontade e podem facilitar muito sua obra, contudo não têm qualquer valor intrínseco incondicional, mas pressupõem sempre ainda uma boa vontade, que restringe, aliás, com razão, a alta estima em que são tidas e não permite tê-las como absolutamente boas. A moderação nos afectos e paixões, o autodomínio e a sóbria deliberação não somente são coisas boas sob muitos aspectos, mas parece até mesmo constituir uma parte do valor intrínseco da pessoa; só que falta muito ainda para declará-los sem restrição como bons. Pois, sem princípios de uma boa vontade, podem tronar-se extremamente maus, e o sangue-frio de um malfeitor torna-o não só mais perigoso, mas também ainda mais imediatamente abominável aos nossos olhos do que teria sido assim considerado sem isso. (KANT, GMS, 4: 393) Kant afirma, assim, que as virtudes de certo modo podem ser más se não existir uma vontade boa para guia-la, logo, ele não louva de modo absoluto as virtudes e também não admite que a felicidade possa ser o fim último que justifica as ações morais, mas a priorização do correto e não do bem. E por fim, Kant argumenta contra a ética utilitarista, declarando que uma ação não pode ser considerada como sendo absolutamente boa a partir de seus resultados. Desse modo, há regras morais que se deve cumprir, independente dos resultados ou consequências. A proposta da ética kantiana em sustentar que existem princípios auto evidentes, ou seja, normas morais, ou o tal princípio supremo da moralidade, onde prioriza o correto ao invés do bem, ao meu ver revela a pureza da ação do homem em contraste com sua capacidade para tal. Assim, quando Kant refere-se as ações, não apenas as consequências delas as tornam certas ou erradas, isto é, erradas independentemente das suas consequências, aliás, uma ação é errada quando com ela infringe-se intencionalmente algumas das normas morais. E por fim, acredito ser pior provocar um mal que permitir que um mal ocorra, como por exemplo, é pior matar uma pessoa que deixá-la morrer. E também, seria pior dar origem a um mal intencionalmente que dar a origem a um mal que não pretendemos produzir, como por exemplo, é pior torturar alguém que fazer algo que resulte em sofrimento como efeito colateral. Dysphoria is a complex phenomenon which must be defi ned in the framework of different forms of affections. It belongs to the broader field of emotions, which are characterized by some essential features: i.e. movement, passiveness, tran-sitoriness, and reference to the others. All these four essential features of emotion are specifi cally altered in depression, whose phenomenology is presented in a clinical case. In discussing dysphoria, a first distinction is made between par-ticular and global affections. The fi rst type encompasses (...) emotions and feelings, while the second one includes humor, mood and temper. Dysphoria belongs to one of these global affective states: the humor, which has to do with the spatial dimension of existence. In dysphoria the patient experiences the world as oppressive and invasive of his/her intimacy; the others are lived as persons demanding answers or actions he/she is not able to fulfill. Finally, the phenomenology of dysphoria is analyzed through the four essential features described above and examples are given. (shrink)

Segundo Kierkegaard, a verdade se sobrepõe ao caráter objetivo que encerra desde uma investigação histórica até um exercício especulativo, guardando correspondência com a subjetividade em um movimento que implica a condição-limite da interioridade. Detendo-se em tal princípio hermenêutico-existencial, o artigo assinala a espiritualidade enquanto experiência epistêmico-existencial envolvendo a verdade como paradoxo em Kierkegaard, que se sobrepõe à mediação lógico-discursiva e implica uma construção dialético-subjetiva que transcende a razão histórico-objetiva (ou finita). Dessa forma, caracterizando a espiritualidade enquanto experiência epistêmico-existencial que encerra (...) como único tipo de evidência a evidência de caráter não racional, o artigo recorre à perspectiva fenomenológica de Rudolf Otto, que sublinha o sagrado e a sua distinção absoluta em relação à realidade natural e ao seu caráter perceptível em uma construção que enfatiza o elemento não racional e a sua natureza suprarracional e implica o numinoso, que escapa aos processos lógico-racionais e, emergindo como a priori, converge para a apreensão do racional e do não racional na noção da Divindade. Assim, se a relação com Deus se sobrepõe às fronteiras que encerram a subjetividade e a objetividade, convergindo para a superação do referido esquema estrutural epistêmico, o artigo, baseado na perspectiva teológico-filosófica de Paul Tillich, detém-se no conceito de Presença Espiritual que, caracterizando a vida sem ambiguidade, implica a união transcendente, correlacionando ágape e gnosis enquanto experiência epistêmico-existencial envolvendo a relação com o sagrado como presença de Deus através de um movimento extático-religioso que converge para a automanifestação, a autorrevelação e a autocomunicação do Absoluto e Transcendente como Deus. For more than one decade, Andy Clark has defended the now-famous extended mind thesis, the idea that cognitive processes leak into the world. In this paper I analyse Clark’s theoretical justification for the thesis: explanatory simplicity. I argue that his way of justifying the thesis leads into contradiction, either at the level of propositional attitude ascriptions or at the theoretical level. I evaluate three possible strategies of dealing with this issue, concluding that they are all likely to fail and that (...) therefore, as regards explanatory simplicity, the burden of proof is on Clark’s side. The paper divides into two main sections: in “Simplicity and Coherence”, I define the two concepts that are important in this context (simplicity and explanatory coherence). In “How to Cope with Coherence”, these two concepts are applied to the central thought experiment, the Inga/Otto case. It will be shown that justifying the extended mind thesis by reference to simplicity may cause trouble, because ‘extended’ behavioural descriptions are likely to yield rather complicated explanations. On the basis of Karl-Otto Apels’ diagnosis of the shortcomings of philosophical ethics in general, and any ethics of individual accountability in particular, I give an outline how these shortcoming are currently to be articulated in the context of ecological crisis and socio-technical change. This will be followed with three interpretations of Karl-Otto Apels’ proposal for an ethics of collective coresponsibility. In conclusion, I will advocate that only a further social evolution of the systems of science, economy and (...) law will enable a possible institutionalization of collective co-responsibility by means of a new innovation paradigm: responsible innovation. Il presente contributo muove dalle osservazioni sul linguaggio che Nietzsche svolge in Umano, troppo umano, I, § 11, con lo scopo di riflettere sulla posizione anti-realista che Nietzsche sostiene in quell’aforisma e di evidenziare il ruolo che essa svolge nelle sue più tarde considerazioni relative alla cultura occidentale e alla sua antropologia. Come si avrà modo di mostrare, la critica nietzscheana al realismo del senso comune è in linea con alcune epistemologie pragmatiste sorte tra Otto- e Novecento. Questo elemento (...) di “attualità” non mina però l’originalità della riflessione di Nietzsche su quell’argomento. Piuttosto, è possibile sostenere che l’idea che il pensiero filosofico intervenga in una correzione dell’impegno metafisico proprio del senso comune sia lo strumento teoretico che permette a Nietzsche di operare sullo sviluppo della cultura e società europee. L’accoglienza reticente, persino ostile, che è stata loro riservata lo indurrà, già in questo breve lasso di tempo, a fare evolvere la sua concezione. Otto anni dopo sarà pubblicata la sua famosa «Théorie physique : son objet, sa structure», in cui sono integrati molti (...) di questi testi. Offrendo per la prima volta l’edizione bilingue completa di questi sette articoli, il volume fornisce una migliore comprensione non solo dell’evoluzione del pensiero duhemiano, ma anche del contenuto del capolavoro di fama mondiale che ne sarebbe derivato. * * * Entre 1892 et 1896, le savant français Pierre Duhem fait paraître, dans la «Revue des questions scientifiques», sept articles qui, pour la première fois, font connaître sa conception de la science à un plus large public. L’accueil réticent, voire hostile, qui leur est réservé l’amènera, déjà au sein de ce court laps de temps, à faire évoluer sa conception. Huit ans plus tard paraîtra sa célèbre «Théorie physique : son objet, sa structure» dans laquelle plusieurs de ces textes se trouvent intégrés. En offrant pour la première fois l’édition bilingue intégrale de ces sept articles, ce volume permet donc de mieux comprendre non seulement l’évolution de la pensée duhémienne, mais encore le contenu du maître-ouvrage, mondialement connu, qui devait en résulter. PUERPÉRIO EM BOVINOS -/- INTRODUÇÃO -/- O puerpério é definido como o período entre o parto e a apresentação do primeiro estro fértil. Dois processos ocorrem durante o puerpério: a involução uterina e o início da atividade ovariana pós-parto. Em vacas leiteiras, os cuidados médicos pós-parto são essenciais nos programas de manejo, uma vez que as patologias uterinas são diagnosticadas e tratadas nesse período para que a vaca esteja em ótimas condições para ser inseminada, uma vez terminado o período de (...) espera voluntário. -/- 4.1 Involução uterina -/- O útero após o parto sofre modificações macroscópicas e microscópicas, até atingir as características de um útero não gestante, o que leva de 30 a 45 dias. O peso e o tamanho pós-parto diminuem rapidamente como consequência da atrofia das fibras musculares; por necrose das carúnculas e por eliminação de líquidos. Ao mesmo tempo em que o útero diminui de tamanho, o endométrio passa por um processo regenerativo para poder hospedar uma nova gestação. -/- A involução é promovida pelas contrações uterinas, que facilitam a eliminação de fluidos e dejetos e reduzem o tamanho do útero. As contrações são causadas pela secreção contínua de PGF2α, de origem uterina, e pela ocitocina secretada durante a amamentação. A PGF2α é secretada durante as primeiras 3 semanas pós-parto e seu envolvimento é considerado necessário para que a involução uterina ocorra normalmente. -/- Durante a involução uterina, as secreções conhecidas como lóquios, que são formadas por restos de membranas, carúnculas, fluidos fetais e sangue, são derramadas pela vagina. Essas secreções variam da cor vermelha ao marrom, têm consistência viscosa e são inodoras. A maioria dos lóquios é descartada durante os primeiros 15 dias após o parto e, em seguida, praticamente desaparece, exceto em casos de involução uterina anormal, quando o útero continua a derramar fluidos de consistência, cor e odor diferentes (figura 1). -/- Figura 1: O útero após o parto sofre alterações macroscópicas e microscópicas, até atingir as características de um útero não grávido, o que leva de 30 a 45 dias. -/- Antes do parto, o útero é estéril, pois é protegido da contaminação bacteriana pelo colo do útero ou cérvix. Durante e após o parto, essa barreira física desaparece e o útero é invadido por bactérias que se encontram no meio ambiente, pele e fezes, ou que são introduzidas durante a assistência ao parto. Além disso, a capacidade funcional dos fagócitos uterinos é baixa após o parto, o que contribui para o estabelecimento de infecções. Cerca de 95% das vacas desenvolvem infecções uterinas durante a involução, e uma alta porcentagem de vacas as eliminam por meio de mecanismos naturais. -/- Os mecanismos de defesa uterinos são constituídos pelas barreiras anatômicas (vagina, vulva e cérvix); fatores fisiológicos (produção de muco na vagina e cérvix); fagocitose promovida por neutrófilos, que migram da circulação geral para o útero; pela produção de substâncias inespecíficas, que inibem o crescimento bacteriano e favorecem a eliminação de microrganismos. A capacidade de eliminar bactérias do útero é determinada pelos hormônios ovarianos (progesterona e estrogênios); durante o diestro, a progesterona reduz a migração de neutrófilos, suprime o sistema imunocompetente, fecha o colo do útero e causa atonia uterina, resultando em aumento da suscetibilidade à infecção. Ao contrário, durante a fase folicular do ciclo estral (proestro e estro), o estradiol promove a migração de neutrófilos, abre a cérvix e aumenta o tônus uterino, o que facilita a eliminação de agentes infecciosos. Além disso, a atividade dos neutrófilos é afetada pelas deficiências antioxidantes e pela profundidade do balanço energético negativo. -/- 4.2 Anormalidades do puerpério -/- Após o parto, ocorrem algumas patologias que retardam a involução uterina e, consequentemente, afetam o intervalo entre o parto e o primeiro serviço. -/- 4.2.1 Retenção da placenta -/- A placenta é eliminada dentro de 12 horas após o parto; a retenção da placenta por mais de 24 horas é considerada uma patologia. A retenção placentária (RP) é uma alteração frequente do puerpério, que deve ser considerada como um sinal clínico de várias condições que podem ter origem infecciosa (aborto), metabólica (hipocalcemia, cetose, síndrome do vaca gorda), deficiências nutricionais (selênio e vitamina E) e erros de manejo (demasiada intervenção no parto). -/- A incidência de RP varia de 5 a 15% e depende, em grande parte, do estado de saúde e do manejo do rebanho. A RP é o principal fator de risco para infecções uterinas (metrite puerperal, metrite, endometrite e endometrite subclínica); também causa atraso no período entre o parto e a concepção e está associada à redução do percentual de concepção no primeiro serviço. -/- Em termos econômicos, determinou-se que a RP causa perdas significativas principalmente devido aos custos de serviços médicos, aumento da taxa de eliminação e diminuição da fecundidade. Além disso, vacas com retenção placentária produzem 355 kg a menos de leite durante os primeiros 60 dias do que vacas que não apresentam esta patologia (figuras 2 e 3). -/- 4.2.2 Patogenia -/- A placenta está ligada ao endométrio pelas vilosidades coriônicas, que estão ligadas às carúnculas (junção carúncula-cotilédone). A união entre essas estruturas é favorecida por um fluido adesivo formado por colágeno e outras proteínas. Antes e durante o trabalho de parto, observa-se um aumento da atividade das enzimas proteolíticas (colagenase, talvez a mais importante), que são responsáveis por separar o cotilédone da carúncula. Posteriormente, a placenta é removida mecanicamente por contrações uterinas após o parto do feto. -/- A etiologia e patogênese da retenção placentária não são conhecidas. Uma explicação proposta é que isso se deve a uma falha dos mecanismos proteolíticos responsáveis pela separação do cotilédone da carúncula. Foi observado que a atividade da colagenase no cotilédone é maior em vacas que não retêm placenta do que naquelas que a retêm. Propõe-se que alguns fatores de risco para retenção placentária possam estar atuando na redução da atividade da colagenase. Por outro lado, as condições inflamatórias na junção carúncula-cotilédone de origem infecciosa também impedem a separação da placenta. -/- Figura 3: Vaca com retenção placentária. -/- Figura 2: Vaca com retenção placentária. Em rebanhos comerciais, 5 a 15% das vacas retêm a placenta. -/- 4.2.3 Tratamento -/- Existem vários tratamentos, como a remoção manual da placenta em combinação com a aplicação local de antibióticos (infusões intrauterinas) e a administração de produtos hormonais (ocitócicos e PGF2α). A eficácia desses tratamentos é discutível. -/- A remoção manual da placenta é o tratamento mais popular; entretanto, não é a melhor, pois causa danos ao endométrio, que variam de leve sangramento a hematomas, mesmo quando não há evidências externas. Além disso, a remoção manual diminui a capacidade fagocítica dos leucócitos uterinos, resultando em metrite mais grave, maior atraso na involução uterina e baixo desempenho reprodutivo. -/- Outro tratamento consiste em cortar a placenta ao nível da vulva. Posteriormente, quando a placenta se separa das carúnculas, devido ao processo de decomposição do tecido, uma leve tração da vulva é suficiente para retirá-la, sem consequências. Essas vacas devem ser observadas quanto à febre e imediatamente integradas ao programa de check-up pós-parto, pois certamente desenvolverão metrite ou endometrite. A administração de antibióticos, tanto nos casos de retirada manual como naqueles em que a placenta é cortada, depende do estado geral da vaca. Deve-se sempre ter em mente que a RP é o principal fator de risco para metrite, portanto as vacas devem ser observadas para detectar prontamente aquelas que apresentam febre. Os antibióticos devem ser considerados para inibir a putrefação das membranas fetais, o que pode atrasar sua expulsão. No caso de opção pela administração de antibióticos, deve-se optar pela via parenteral em vez da intrauterina, pois esta causa irritação do endométrio, que está associada à baixa fertilidade (figura 4). -/- Outros tratamentos são baseados na administração de hormônios que estimulam a mobilidade uterina (ocitocina, estrogênios e PGF2α); entretanto, não há evidências clínicas que demonstrem sua eficácia; além disso, a causa menos frequente de RP é a incapacidade mecânica do útero de expelir a placenta. -/- 4.2.4 Prevenção -/- As estratégias de prevenção dessa patologia devem ter como objetivo reduzir a influência dos fatores de risco para RP. Assim, a incidência de abortos deve ser reduzida por meio de programas eficazes de vacinação e biossegurança; deve-se evitar períodos de seca muito longos para que as vacas não cheguem obesas ao parto; intervir o mínimo possível nos partos, e se atendido, deve ser feito com medidas de higiene rígidas; oferecer sais minerais de boa qualidade e administrar antioxidantes antes do parto (vitamina E, selênio e betacarotenos; tabela 1). -/- Figura 4: A placenta não deve ser removida inserindo a mão na vagina. Adaptado de RUIZ et al., 2008. -/- 4.3 Infecções uterinas -/- Cerca de 95% das vacas desenvolvem infecção uterina durante os primeiros dias pós-parto; no entanto, a maioria elimina infecções por meio de seus mecanismos de defesa e apenas 30 a 50% delas desenvolvem metrite ou endometrite nas primeiras três semanas. As bactérias mais frequentes encontradas em processos inflamatórios no útero são: Arcanobacterium pyogenes (antes Actinomyces pyogenes), Fusobacterium necrophorum e Escherichia coli. Essas três bactérias agem sinergicamente. -/- 4.3.1 Metrite puerperal -/- A metrite puerperal é comum em vacas com retenção placentária. Essa patologia é observada nas três primeiras semanas pós-parto e é caracterizada pela presença de secreções abundantes na luz uterina que são vermelhas ou marrons, aquosas, fétidas e com involução retardada. As vacas afetadas mostram sinais de doença sistêmica (toxemia e febre > 39,5 °C) e diminuição da produção de leite (figura 5). -/- Figura 5: Vaca com metrite puerperal; vacas afetadas apresentam sinais de doença sistêmica. -/- 4.3.2 Metrite clínica -/- Metrite é o processo inflamatório que envolve as diferentes camadas do útero (mucosa, muscular e serosa). Esta condição se apresenta nos primeiros 21 dias pós-parto e é caracterizada por atraso na involução uterina e secreção purulenta, e não há sinais de doença sistêmica (figura 6). -/- 4.3.3 Endometrite clínica -/- Endometrite se refere à inflamação do revestimento uterino; clinicamente, caracteriza-se por retardo na involução uterina e eliminação de exsudato purulento ou mucopurulento. Pode surgir nos primeiros 21 dias pós-parto ou mais, sem apresentar qualquer afetação no estado geral. -/- Figura 6: Vaca com exsudato mucopurulento. Na prática, é difícil estabelecer um diagnóstico diferencial entre endometrite e metrite. Uma vaca com essa secreção pode ser tratada com cefalosporinas intrauterinas ou, se ela já estiver em ciclo, a administração de PGF2a é eficaz. -/- 4.3.4 Endometrite subclínica -/- Apresenta-se entre 21 e 40 dias pós-parto, não apresenta sinais externos e só é diagnosticada pela citologia uterina. Essa condição afeta entre 20 e 30% das vacas. Os fatores de risco identificados são retenção placentária e metrite. -/- 4.4 Diagnóstico -/- O diagnóstico é baseado na avaliação uterina por palpação retal, na qual são verificados o grau de involução e as características das secreções. Além disso, é necessária uma avaliação clínica geral, uma vez que vacas com metrite nos primeiros 10 dias pós-parto desenvolvem febre. Outra forma de estabelecer o diagnóstico é avaliando as secreções uterinas sem palpação retal. Pode ser feito introduzindo a mão por via vaginal, após a limpeza da região; embora este método possa parecer arriscado, a experiência em campo indica que é um método seguro e rápido. Outra possibilidade é por meio da vaginoscopia, esse método permite a avaliação da cérvix e das secreções uterinas. Existe um instrumento (Metricheck) que é inserido pela vagina e possui uma campânula atraumática na extremidade que permite a coleta das secreções uterinas (figuras 7 e 8). -/- 4.5 Impacto das infecções uterinas na reprodução e produção -/- As infecções uterinas (metrite e endometrite) prolongam o período do parto até a concepção; diminuem a porcentagem de concepção no primeiro serviço; a porcentagem de resíduos aumenta; a taxa de vacas inseminadas diminui e a produção diminui (300 kg a menos que vacas não afetadas). Além disso, eles afetam o período do parto à primeira ovulação; em vacas com puerpério anormal, os folículos dominantes são menores em diâmetro e produzem menos estradiol do que vacas saudáveis. Também uma proporção menor dos folículos da primeira onda ovula em comparação com as vacas com puerpério anormal. -/- A endometrite subclínica diminui a taxa de concepção no primeiro serviço e aumenta os dias abertos. Além disso, a metrite ou endometrite pode afetar os ovidutos e causar inchaço, obstrução e aderências (esse processo é mais frequente em vacas que recebem injeções de estrogênio). -/- Figura 8: Outra forma de diagnosticar infecções uterinas é por meio da introdução de um instrumento que possui em sua extremidade uma campânula atraumática que permite a coleta de secreções uterinas (Metricheck). -/- Figura 7: O diagnóstico de infecções uterinas pode ser estabelecido com a introdução da mão por via vaginal, após limpeza da região. -/- 4.6 Tratamentos -/- Para evitar o efeito negativo das infecções uterinas na eficiência reprodutiva, é necessário um diagnóstico e tratamento oportunos. Existem diversos tratamentos para a metrite ou endometrite, como o uso de antibióticos sistêmicos ou intrauterinos, infusões intrauterinas de antissépticos e a administração de hormônios. -/- 4.6.1 Antibióticos -/- Os tratamentos com antibióticos intrauterinos são usados há muitos anos e são uma opção, desde que alguns aspectos sejam considerados: que o útero é um ambiente anaeróbio; que há a presença de exsudatos e tecidos em decomposição e a existência de uma grande diversidade de bactérias, algumas das quais até produzem enzimas que inativam alguns antibióticos. -/- Como o útero é um ambiente anaeróbio, os antibióticos do grupo dos aminoglicosídeos não são ativos, pois precisam de oxigênio. Por outro lado, o acúmulo de exsudato purulento e restos de tecido no útero inibe a atividade das sulfonamidas. Os nitrofuranos são eficazes contra A pyogenes, somente quando doses extremamente altas são usadas; as doses usuais nunca atingem a concentração inibitória mínima no endométrio; além disso, não são ativos na presença de sangue ou exsudato purulento, são irritantes e estão associados a problemas de fertilidade. -/- A penicilina intrauterina ou parenteral é eficaz na cura de infecções entre os dias 25 e 30 após o parto; ou seja, quando for observada uma diminuição na diversidade de espécies bacterianas (menor probabilidade de que algumas bactérias produzam penicilinase) e predomina A pyogenes, que é sensível a este antibiótico. As formulações intrauterinas de cefalosporinas (cefapirina benzatina) são eficazes em vacas com endometrite entre os dias 15-20 pós-parto e não é necessário retirar o leite do mercado. -/- A tetraciclina é o antibiótico mais utilizado devido ao seu amplo espectro e por manter sua atividade nas condições do útero pós-parto; porém, a probabilidade de resistência bacteriana é alta devido ao seu uso contínuo por muitos anos, também causa danos ao endométrio e reduz a fertilidade (figura 9). -/- Em testes de campo, a administração de uma única infusão intrauterina de cefapirina benzatina, em vacas com endometrite entre os dias 15 a 20 pós-parto, produz uma maior taxa de recuperação e não afeta a fertilidade, em comparação com aquelas que foram tratadas com infusões de oxitetraciclina. -/- O problema mais importante na terapia com antibióticos é estabelecer um critério de quais animais realmente precisam. Nos casos de metrite puerperal não há dúvida, essas vacas precisam de tratamento com antibióticos por via sistêmica e intrauterina. Porém, em casos de metrite e endometrite a decisão é difícil, pois muitas vacas se curam sem nenhum tratamento. Na prática, antes que os antibióticos sejam administrados às vacas, deve-se considerar alguns dos fatores: características das secreções uterinas, dias após o parto, início da atividade ovariana, presença de febre e condição corporal. -/- Figura 9: As infusões de oxitetraciclina causam irritação do endométrio e diminuem a fertilidade. -/- 4.6.2 Tratamento com infusões de substâncias antissépticas -/- Tratamentos baseados na administração intrauterina de substâncias antissépticas também são usados. O tratamento mais frequente consiste na infusão de soluções de iodo; no entanto, os resultados com esta terapia não são positivos e estão associados a uma diminuição subsequente da fertilidade. Deve-se ter cautela no uso de antissépticos intrauterinos, pois todos causam irritação, afetam os mecanismos de defesa do útero e, em alguns casos, chegam a causar necrose do endométrio. -/- 4.6.3 Tratamentos hormonais -/- Na prática, a administração de estrogênio é comum em casos de metrite, principalmente quando o útero retém muito líquido. Sabe-se que os estrógenos em condições fisiológicas favorecem a contratilidade uterina e auxiliam na eliminação de infecções, porém, em doses farmacológicas o efeito é negativo. A administração de estrogênios pode contribuir para infecções que ascendem aos ovidutos e causam salpingite, aderências ovarianas e infertilidade. -/- A PGF2α desempenha um papel importante no parto e durante a involução uterina. Em vacas com puerpério normal, a duração dos níveis elevados de PGF2α está negativamente correlacionada com o tempo de involução uterina; portanto, quanto mais tempo duram os níveis elevados de PGF2α, menor é o tempo de involução uterina. Além disso, a administração de PGF2α a cada 12 horas, dos dias 3 a 10 pós-parto, encurta o período de involução uterina. Ao contrário, em vacas com puerpério anormal, foi observada uma correlação positiva entre as concentrações de PGF2α e o tempo de involução uterina; portanto, vacas com retenção placentária ou endometrite apresentam níveis mais elevados de PGF2α. -/- Algumas evidências envolvem a PGF2α como parte do mecanismo de eliminação da placenta; ou seja, foi observado que as vacas que normalmente eliminam a placenta apresentaram maiores concentrações de PGF2α na placenta, em comparação com as vacas com retenção placentária. Foi proposto que a falha do processo que leva à separação do cotilédone da carúncula está associada a uma alteração no metabolismo da prostaglandina, resultando em uma diminuição na PGF2α e um aumento na PGE2. Por outro lado, a inibição da síntese de PGF2α após o parto, por meio da injeção de ácido acetilsalicílico (aspirina), causa retenção da placenta. Esse conhecimento motivou estudos nos quais o tratamento com PGF2α após o parto foi avaliado para prevenir a retenção placentária ou reduzir o tempo de involução em vacas com retenção placentária ou metrite. Em alguns estudos, uma única injeção de PGF2α foi administrada nas primeiras horas após o parto com resultados conflitantes. Em outros estudos, a injeção de PGF2α entre os dias 20 a 30 pós-parto foi avaliada e não foi observado um efeito favorável na involução uterina. Porém, a injeção sistemática de PGF2α, a cada 14 dias a partir do 25º dia pós-parto, aumenta a proporção de vacas inseminadas, o que aumenta a taxa de prenhez. A PGF2α causa contrações uterinas e favorece a eliminação de secreções; entretanto, um efeito favorável da PGF2α na involução uterina, sem envolver um corpo lúteo, é questionável. -/- Na prática, um programa é usado com base na administração sistemática de PGF2α a todas as vacas a cada 14 dias, do 25º ao 30º dia pós-parto. Esse tratamento é baseado no encurtamento das fases lúteas, o que favorece a eliminação das infecções. Deve-se observar que cerca de 30% das vacas desenvolvem corpos lúteos longevos (21 a 50 dias) nos primeiros ciclos pós-parto, nessas condições a injeção de PGF2α, a cada 14 dias, encurta o ciclo estral e diminui o risco de persistência de infecções uterinas. -/- 4.7 Piometra -/- Esta patologia se desenvolve em vacas que ovulam nos primeiros 20 dias pós-parto e, concomitantemente, sofrem de infecção uterina. Nessas condições, a progesterona promove a proliferação bacteriana e fecha o colo do útero, causando acúmulo de exsudato purulento no útero. As alterações causadas no endométrio alteram a secreção de PGF2α, resultando na persistência do corpo lúteo e anestro. Vacas com piometra respondem muito bem ao tratamento com PGF2α; uma segunda injeção desse hormônio, 14 dias depois, encurta o período de recuperação (figura 10). -/- Figura 10: A piometra é caracterizada pelo acúmulo de exsudato purulento no útero, colo uterino fechado e presença de corpo lúteo. O diagnóstico é feito por palpação retal e tratado com PGF2α. -/- 4.8 Vaginite em fêmeas gestantes -/- A vaginite em fêmeas grávidas ocorre com baixa frequência; porém, quando há um caso, causa alarme porque é confundido com um aborto. Nesses casos, o veterinário deve fazer um exame retal para determinar se o produto está vivo e se a cérvix está aberta. O diagnóstico é concluído com o exame vaginal com vaginoscópio ou diretamente à mão com luva limpa. -/- No caso de um aborto, o produto geralmente está morto e a cérvix está aberta; nestes casos, o produto deve ser extraído. Ao contrário, se a cérvix estiver fechada e o feto estiver vivo, o prognóstico é favorável e o problema diminui com o tratamento com antibióticos sistêmicos. -/- RESUMO -/- < >O útero após o parto pesa 13 kg e no dia 21 pós-parto, 1 kg. A regeneração do epitélio uterino leva 25 dias. A regeneração das camadas profundas do endométrio leva 42 a 56 dias. 95% das vacas desenvolvem alguma infecção uterina. 30 a 50% das vacas desenvolvem metrite nas primeiras duas semanas após o parto. 15 a 20% persistem como endometrite clínica > 3 semanas após o parto. 18 a 20% têm metrite com efeitos sistêmicos. 20 a 30% das vacas têm endometrite subclínica. 5 a 15% das vacas retêm a placenta. 355 kg de leite são perdidos em vacas com retenção placentária. Em vacas que sofrem de puerpério anormal, a proporção de vacas prenhes é reduzida em 10 por cento no 90º dia pós-parto. Nel 2020, al fine di chiarirmi le idee sulle mie stesse posizioni filosofiche, ho iniziato a scrivere un libro che esponesse e valutasse le maggiori argomentazioni connesse a diverse questioni filosofiche. Lo condivido come bozza in quanto non intendo più modificarlo, e i suoi capitoli stanno venendo rielaborati e pubblicati in parte come articoli divulgativi, in parte come articoli scientifici. Il terzo, la teoria della giustificazione. Il quarto, l'etica normativa. Il quinto, la metaetica. Il sesto, la filosofia dell'identità e dello spaziotempo. I capitoli 1, 2, 3, 4 e 5 sono essenzialmente completi, pur mantenendo molte ingenuità giovanili (la loro riscrittura per la pubblicazione ha infatti necessitato molte specificazioni). I capitoli 6, 7 e 8 pure sono essenzialmente completi, ma mancano della bibliografia per le "letture consigliate". Il nono capitolo, invece, è rimasto come semplici appunti e richiederebbe una riscrittura profonda. ● Sergio Cremaschi, The non-existing Island. The chapter discusses how the cleavage between the Continental and the Anglo-American philosophies originated, the (self-)images of both philosophical worlds, the converging rediscoveries from the Seventies, and recent ecumenic or anti-ecumenic strategies. I argue that pragmatism provides an important counter-instance to the familiar self-images and the fashionable ecumenic or anti-ecumenic strategies. The conclusions are: (i) the only place where Continental philosophy exists (as Euro-Communism one decade ago) is America; (ii) less obviously, also analytic philosophy (...) does not exist, or does no more exist as a current or a paradigm; what does exist is, on the one hand, philosophy of language and, on the other, philosophy of mind, that is, two disciplines; (iii) the dissolution of analytic philosophy as a school has been highly fruitful, precisely in so far as it has left room for disciplines and research programmes; (iv) what is left, of the Anglo-American/Continental cleavage is primarily differences in styles, depending partly on intellectual traditions, partly owing to sociology, history, institutional frameworks; these differences should not be blurred by rash ecumenism; besides, theoretical differences are alive as ever, but within both camps; finally, there is indeed a lag (not a difference) in the appropriation of intellectual techniques by most schools of 'Continental' philosophy, and this should be overcome through appropriation of what the best 'analytic' philosophers have produced. ● Michael Strauss, Language and sense-perception: an aspect of analytic philosophy. To test an assertion about one fact by comparing it with perceived reality seems quite unproblematic. But the very possibility of such a procedure is incompatible with the intellectualistic basis of logical positivism and atomism (as it is for example to be found in Russell's Analysis of Mind). According to the intellectualistic approach pure sensation is meaningless. Sensation receives its meaning and order from the intellect through interpretation, which is performed with the help of linguistic tools, i.e. words and sentences. Before being interpreted, sensation is not a picture or a representation, it is neither true nor false, neither an illusion nor knowledge; it does not tell us anything; it is a lifeless and order-less matter. But how can a thought (or a proposition) be compared with such a lifeless matter? This difficulty confronts the intellectualist, if on the one hand he admits the necessity of comparing thought with sense-perception, and on the other hand presupposes that we possess only intellectual and no immediate perceptual understanding of what we see and hear. In this paper I give a critical exposition of three attempts, made by Russell, Neurath and Wittgenstein, to solve this problem. The first attempt adheres to strict conventionalism, the second tends to naturalism and the third leads to an amended, very moderate version of conventionalism. This amended conventionalism looks at sense impressions as being a peculiar language, which includes primary symbols, i.e. symbols not founded on convention and not being in need of interpretation. ● Ernst Tugendhat, Phenomenology and language analysis. The paper, first published in German in 1970, by which Tugendhat gave a start to the German rediscovery of analytic philosophy. The author stages a confrontation between phenomenology and language analysis. He argues that language analysis does not differ from phenomenology as far as the topics dealt with are concerned; instead, both currents are quite different in method. The author argues that language-analytic philosophy does not simply lay out of the mainstream of transcendental philosophy, but that instead it challenges this tradition on the very level of foundations. The author criticizes the linguistic-analytic approach centred on the subject as well as any object-centred approach, while proposing inter-subjective understanding through language as the new universal framework. This is, when construed in so general terms, the same program of hermeneutics, though in a more basic version. ● Jürgen Habermas, Language game, intention and meaning. On a few suggestions by Sellars and Wittgenstein. The paper, first published in German in 1975, in which Habermas announces his own linguistic turn through a discovery of speech acts. In this essay the author wants to work out a categorical framework for a communicative theory of society; he takes Wittgenstein's concept of language game as a Leitfade and, besides, he takes advantage also of Wilfried Sellars's quasi-transcendental account of the genesis of intentionality. His goal is to single out the problems connected with a theory of consciousness oriented in a logical-linguistic sense. ● Zvie Bar-On, Isomorphism of speech acts and intentional states. This essay presents the problem of the formal relationship between speech acts and intentional states as an essential part of the perennial philosophical question of the relation between language and thought. I attempt to show how this problem had been dealt with by two prominent philosophers of different camps in our century, Edmund Husserl and John Searle. Both of them wrote extensively about the theory of intentionality. I point out an interesting, as it were unintended, continuity of their work on that theory. Searle started where Husserl left off 80 years earlier. Their meeting point could be used as the first clue in our search. They both adopted in effect the same distinction between two basic aspects of the intentional experience: its content or matter, and its quality or mode. Husserl did not yet have the concept of a speech act as contradistinguished from an intentional state. The working hypothesis, however, which he suggested, could be used as a second clue for the further elaboration of the theory. The relationship of the two levels, the mental and the linguistic, which remained for Husserl in the background only, became the cornerstone of Searle' s inquiry. He employed the speech act as the model and analysed the intentional experience by means of the conceptual apparatus of his own theory of speech acts. This procedure enabled him to mark out a number of parallelisms and correlations between the two levels. This procedure explains the phenomenon of the partial isomorphism of speech acts and intentional states. ● Roberta de Monticelli, Ontology. A dialogue among the linguistic philosopher, the naturalist, and the phenomenological philosopher. This paper proposes a comparison between two main ways of conceiving the role and scope of that fundamental part of philosophy (or of "first" philosophy) which is traditionally called "ontology". One way, originated within the analytic tradition, consists of two main streams, namely philosophy of language and (contemporary) philosophy of mind, the former yielding "reduced ontology" and the latter "neo-Aristotelian ontology". The other way of conceiving ontology is exemplified by "phenomenological ontology" (more precisely, the Husserlian, not the Heideggerian version). Ontology as a theory of reference ("reduced" ontology, or ontology as depending on semantics) is presented and justified on the basis of some classical thesis of traditional philosophy of language (from Frege to Quine). "Reduced ontology" is shown to be identifiable with one level of a traditional, Aristotelian ontology, namely the one which corresponds to one of the four "senses of being" listed in Aristotle's Metaphysics: "being" as "being true". This identification is justified on the basis of Franz Brentano's "rules for translation" of the Aristotelian table of judgements in terms of (positive and negative) existential judgments such as are easily translatable into sentences of first order predicate logic. The second part of the paper is concerned with "neo-Aristotelian ontology", i.e. with naturalism and physicalism as the main ontological options underlying most of contemporary discussion in the philosophy of mind. The qualification of such options as "neo-Aristotelian" is justified; the relationships between "neo-Aristotelian ontology" and "reduced ontology" are discussed. In the third part the fundamental tenet of "phenomenological ontology" is identified by the thesis that a logical theory of existence and being does capture a sense of "existing" and "being" which, even though not the basic one, is grounded in the basic one. An attempt is done of further clarifying this "more basic" sense of "being". An argument making use of this supposedly "more basic" sense is advanced in favour of a "phenomenological ontology". ● Kuno Lorenz, Analytic Roots in Dialogic Constructivism. Both in the Vienna Circle ad in Russell's early philosophy the division of knowledge into two kinds (or two levels), perceptual and conceptual, plays a vital role. Constructivism in philosophy, in trying to provide a pragmatic foundation - a knowing-how - to perceptual as well as conceptual competences, discovered that this is dependent on semiotic tools. Therefore, the "principle of method" had to be amended by the "principle of dialogue". Analytic philosophy being an heir of classical empiricism, conceptually grasping the "given", and constructive philosophy being an heir of classical rationalism, perceptually providing the "constructed", merge into dialogical constructivism, a contemporary development of ideas derived especially from the works of Charles S. Peirce (his pragmatic maxim as a means of giving meaning to signs) and of Ludwig Wittgenstein (his language games as tools of comparison for understanding ways of life). 7. Albrecht Wellmer, "Autonomy of meaning" and "principle of charity" from the viewpoint of the pragmatics of language. In this essay I present an interpretation of the principle of the autonomy of meaning and of the principle of charity, the two main principles of Davidson's semantic view of truth, showing how both principles may fit in a perspective dictated by the pragmatics of language. I argue that (I) the principle of the autonomy of meaning may be thoroughly reformulated in terms of the pragmatics of language, (ii) the principle of charity needs a supplement in terms of pragmatics of language in order to become really enlightening as a principle of interpretation. Besides, I argue that: (i) on the one hand, the fundamental thesis of Habermas on the pragmatic theory of meaning ("we understand a speech act when we know what makes it admissible") is correlated with the seemingly intentionalist thesis according to which we understand a speech act when we know what a speaker means; (ii) on the other hand, to say that the meaning competence of a competent speaker is basically a competence about a potential of reasons (or also of possible justifications) which is inherently connected with the meaning of statements, or with their use in utterances. ● Rüdiger Bubner, The convergence of analytic and hermeneutic philosophy This paper argues that the analytic philosophy does not exist, at least as understood by its original programs. Differences in the analytic camp have always been bigger than they were believed to be. Now these differences are coming to the fore thanks to a process of dissolution of dogmatism. Philosophical analysis is led by its own inner logic towards questions that may be fairly qualified as hermeneutic. Recent developments in analytic philosophy, e.g. Davidson, seem to indicate a growing convergence of themes between philosophical analysis and hermeneutics; thus, the familiar opposition of Anglo-Saxon and Continental philosophy might soon belong to history. The fact of an ongoing appropriation of analytical techniques by present-day German philosophers may provide a basis for a powerful argument for the unity of philosophizing, beyond its strained images privileging one technique of thinking and rejecting the remainder. Actual philosophical practice should take the dialogue between the two camps more seriously; in fact, the processes described so far are no danger to philosophical work. They may be a danger for parochial approaches to philosophizing; indeed, contrary to what happens in the natural sciences, Thomas Kuhn's "normal science" developing within the framework of one fixed paradigm is not typical for philosophical thinking. And in philosophy innovating revolutions are symptoms more of vitality than of crisis. ● Karl-Otto Apel, The impact of analytic philosophy on my intellectual biography. In my paper I try to reconstruct the history of my Auseinandersetzung mit - as I called it - "language-analytical" philosophy (including even Peircean semiotics) since the late Fifties. The heuristics of my study was predetermined by two main motives of my beginnings: the hermeneutic turn of phenomenology and the transformation of "transcendental philosophy" in the light of the "language a priori". Thus, I took issue with the early and the later Wittgenstein, logical positivism, and post-Wittgensteinian and post-empiricist philosophy of science (i.e. G.H. von Wright and the renewal of the "explanation vs understanding controversy" as well as the debate between Th. Kuhn and Popper/Lakatos); besides, with speech act theory and the debate about "transcendental arguments" since Strawson. The "pragmatic turn", started already by C.L. Morris and the later Carnap, led me to study also the relationship between Wittgensteinian "use" theory of meaning and of truth. This resulted on my side in something like a program of "transcendental semiotics", i.e. "transcendental pragmatics" and "transcendental hermeneutics". ● Ben-Ami Scharfstein, A doubt on both their houses: the blindness to non-western philosophies. The burden of my criticism is that contemporary European philosophers of all kinds have continued to think as if there were no true philosophy but that of the West. For the most part, the existentialists have been oblivious of their Eastern congeners; the hermeneuticians have yet to stretch their horizons beyond the most familiar ones; and the analysts remain unaware of the analyses and linguistic sensitivities of the ancient non-European philosophers. Briefly, ignorance still blinds almost all contemporary Western philosophers to the rich, variegated philosophical traditions outside of their familiar orbit. Both Continental and Anglo-Americans have lost the breadth of view that once characterized such thinkers as Herder and the Humboldts. The blindness that has resulted is not simply that of individual Western philosophers but of our whole, still parochial philosophical culture. (shrink)

This paper examines two contemporary answers to the question of whether moral values and norms are apt for rational criticism and justification: Richard Rorty’s radically contextualist approach—which is centered around the notion of contingency and is characterized by a dismissal of all claims to philosophical justification—and Karl-Otto Apel’s transcendental-pragmatic version of discourse ethics—which encompasses highly ambitious claims to justification and universal validity. Contrasting the key theses of Rorty’s contextualism with those of Apel’s universalist discourse ethics and reconstructing their respective (...) conceptions of moral progress we argue that neither Rorty’s nor Apel’s position is convincing. I argue that Kant has developed a broad systematic account of the architectonic functionality of pure reason that can be used and advanced in contemporary contexts. Reason, in the narrow sense, is responsible for the picture of a well-ordered universe of science consisting of architectonic ideas of science, sciences and parts of sciences. In the first section (I), I show what Kant means by the architectonic ideas by explaining and interrelating the concepts of (a) the faculty of reason, (b) ideas (...) (as principles), (c) method, and (d) sciences of reason. Thereafter (II), I think through his holistic understanding of science and scientific progress and suggest differentiating between four levels of use of architectonic ideas, drawing on the metaphor of a well-structured universe as imagined by Kant in his work on the Universal Natural History and Theory of the Heavens. I also claim that each possible idea of reason can be (apart from its primary function) additionally regarded as a fourth-level architectonic concept when explicitly conceived as an object of (e. g. philosophical) studies, i. e. from a mere methodological perspective. In the final section (III), I unveil the potential of Kant’s theory by pointing out how this architectonic methodological function of pure reason is tacitly used in Karl-Otto Apel’s contemporary philosophical research programme. NUTRIÇÃO SOBRE AS FALHAS REPRODUTIVAS DOS BOVINOS -/- E. I. C. da Silva Departamento de Agropecuária – IFPE Campus Belo Jardim Departamento de Zootecnia – UFRPE sede -/- -/- FALHAS REPRODUTIVAS DE BOVINOS -/- INTRODUÇÃO -/- Os bovinos, assim como tantos outros mamíferos e demais espécies, podem sofrer distúrbios durante o ciclo reprodutivo. Transtornos, alterações ou patogenias afetam diretamente a saúde do sistema reprodutor desses animais. As causas podem ser individuais ou multifatoriais, de caráter parasitário, patogênico, climático, nutricional etc. As (...) causas de caráter parasitário podem ser controladas mediante a assepsia e profilaxia para a eliminação dos parasitas como carrapatos que vivem no mesmo habitat que o animal. As de caráter patogênico, como estão relacionadas à doenças, necessitam de especialistas na área, como o médico-veterinário para a avaliação, diagnóstico e tratamento por meio de práticas cirúrgicas ou na administração de fármacos. O fator clima pode ser controlado mediante o investimento em tecnologia e aquisição de equipamentos que possam manter a integridade e o bem-estar do animal, seja por ventiladores, exaustores, nebulizadores, aspersores, etc. Por fim, as de caráter nutricional podem ser prevenidas mediante a boa administração energética, proteica e mineral, além de uma boa qualidade de alimento volumoso ou concentrado que atenda e supra os requerimentos exigidos por cada categoria animal. Sendo assim, pode-se dividir as falhas reprodutivas dos machos bovinos relacionados à nutrição em energia, proteína, minerais e vitaminas. Antes disso, essas falhas estão relacionadas aos fatores de degeneração testicular e casos de hipospermia. -/- 17.1 Degeneração testicular e Hipospermia -/- Degeneração testicular é uma importante causa de infertilidade em machos de todas as espécies. Entre as causas, podem ser consideradas a elevação da temperatura testicular (por isso torna-se importante que a bolsa escrotal tenha um certo tamanho que permita aos testículos ficarem longe do corpo, uma vez que a temperatura corporal mataria os espermatozoides, sendo essencial os testículos ficarem “caídos” para que possam ter no mínimo 2-3 °C à mesmos do que a temperatura corporal), infecções, fatores nutricionais, lesões vasculares, lesões obstrutivas etc. O testículo com degeneração mostra diminuição de tamanho, fibrose, alterações na espermatogênese, aumento de esperma imaturo ou anormal e azoospermia em casos severos. -/- Em casos de lesão testicular com dano parcial sobre o epitélio germinal, apresenta-se uma menor taxa de formação e maturação das células espermáticas. O macho pode ser fértil, mas a condição de hipospermia levará à que, sob condições de estresse ou alta carga de fêmeas a cobrir, se apresentem falhas na fertilização. Ejaculados com características de hipospermia não podem ser congelados, logo não servem para a indústria do sêmen. -/- -/- Deficiências nutricionais retardam o início da puberdade e deprimem a produção e as características do sêmen. Os efeitos da má nutrição podem ser corrigidos em animais maduros, enquanto que é menos bem sucedido em animais jovens devido aos danos permanentes causados no epitélio germinal do testículo. (FRAZER, 2005; GORDON, 1996). Entre as principais limitantes de origem nutricional temos: -/- 17.2 Vitaminas -/- 17.2.1 Vitamina A -/- A deficiência de vitamina A e provitamina A (já que é essencial direta ou indiretamente para a função de todos os órgãos e particularmente para o crescimento e desenvolvimento dos epitélios) é necessária para a diferenciação celular, processo no qual se modificam as células não especializadas de modo que possam realizar funções específicas. Os órgãos reprodutores exigem retinol para que possam realizar o processo de espermatogênese normal nos machos e para prevenir a necrose placentária e a mortalidade fetal na fêmea. Carências de Vitamina A produzem: degeneração do epitélio germinal, baixa espermiogênese parcial ou total, cornificação do epitélio vaginal, irregularidades do estro, atrasos na concepção, abortos, crias fracas e/ou deficientes visuais (cegas) e uma degeneração da placenta e a retenção da mesma. A deficiência da vitamina A pode conduzir a uma degeneração dos tubos seminíferos nos bovinos jovens e deve-se ao fato da supressão da liberação de gonadotropinas hipofisárias e noutros casos, a espermatogênese é impedida e as funções das células de Sertoli e de Leydig são alteradas. A vitamina A não é sintetizada no organismo, o que leva a uma dependência direta do fornecimento dessa vitamina através dos alimentos que o criador têm na propriedade, seja forragens ou concentrados de ótima qualidade. -/- Essa vitamina é essencial para os animais e humanos, visto que participa de inúmeras funções metabólicas no corpo dos mesmos. Sendo assim, o criador deve saber das exigências vitamínicas do seu rebanho. Em bovinos de corte a exigência e a recomendação de fornecimento dessa vitamina está entre 2200 UI/kg de MS para animais em crescimento e engorda e para reprodutores recomenda-se níveis de 3900 UI/kg de MS. Já para bovinos leiteiros esses números são diferentes, de acordo com livros de nutrição de ruminantes, animais em crescimento e engorda devem consumir matéria seca com teores de 80 UI/kg de MS, já para reprodutores e animais adultos a quantidade recomendada e exigida é de 110 UI/kg de MS, isso diariamente. As forragens suprem bem a exigência de vitamina A dos animais, em especial o capim tifton e o tanzânia são os mais recomendados uma vez que possuem altos teores vitamínicos e minerais. As vias de suplementação dessa vitamina é através das forragens (mais acessível e barato), através da ração concentrada ou pela água e suplementação injetável. -/- 17.2.2 Vitamina E -/- A vitamina E é uma substância também conhecida como tocoferol, sendo sua forma mais ativa o alfa tocoferol. A vitamina E pertence ao grupo de vitaminas lipossolúveis amplamente distribuídas nos alimentos. -/- A sua principal função é descrita como um antioxidante natural, agindo como tal, a vitamina E evita a oxidação de constituintes celulares essenciais e/ou evita a formação de produtos tóxicos de oxidação, como os produtos de peroxidação formados a partir de ácidos graxos insaturados que foram detectados através de sua ausência. Essa vitamina é essencial para a reprodução normal em várias espécies de mamíferos. Ela ainda têm sido usada em clínicas reprodutivas de todo o mundo para o tratamento de abortos recorrentes e da infertilidade em ambos os sexos (CHAN, 2003). -/- -/- A deficiência da vitamina E influencia a maturação espermática e a degeneração do epitélio germinal dos túbulos seminíferos, já que ela os protege da oxidação evitando a deterioração da peroxidase sobre os fosfolipídios poli-insaturados da membrana espermática (PITA RODRÍGUEZ, 1997). A deficiência dessa também evita o crescimento anormal. Na ausência de vitamina E, a quantidade de gorduras insaturadas dentro das células diminuem, causando anomalias estruturais e funcionais das organelas mitocondriais, lisossomos e até mesmo na membrana celular, se essa falta de vitamina E no adulto tornar-se acentuada ocorrerá a degeneração precoce do epitélio germinal, o que afeta, em primeiro lugar, as células mais evoluídas: os espermatozoides, cuja mobilidade se perde e sua formação torne-se cada vez mais rara, até chegar ao nível de esterilidade completa. -/- As exigências dos bovinos de corte quanto a vitamina em questão é de 15 – 60 UI/kg de MS diárias para animais em crescimento e engorda. Já para bovinos leiteiros, essa exigência é muito menor chegando a 0,8 UI/kg de peso vivo (PV) para animais em crescimento e engorda e para animais adultos e reprodutores cerca de 1,6 UI/kg de PV diários. Os alimentos, assim como as vias de suplementação ideais, são os mesmos mencionados no tópico acerca da vitamina A. -/- 17.3 Proteínas -/- O efeito do excesso de proteína da dieta na reprodução é complexo. Os excessos de proteína podem também ter um efeito negativo na reprodução. Alguns efeitos foram demonstrados para explicar o pobre desempenho reprodutivo que algumas vezes é observado em dietas com excessivos níveis de proteína: Podem apresentar-se altos níveis de ureia no sangue, o que possui efeito tóxico sobre os espermatozoides, óvulos, e o embrião em desenvolvimento (WATTIAUX, 1990), igualmente, apresenta-se um desequilíbrio energético que em casos severos bloqueia a liberação de LH produzindo alteração na maturação espermática nas células de Leyding. -/- As proteínas são importantes para todo o funcionamento normal e funções fisiológicas e metabólicas dos animais e do homem. Logo, a tabela 1 traz os níveis recomendados e exigências de bovinos de corte de diferentes categorias para que se possa prevenir e/ou combater as possíveis degenerações testiculares bem como a hipospermia, trazendo os requerimentos de bovinos leiteiros jovens o que é mais ideal para combater previamente esses distúrbios que afetam diretamente a função reprodutiva e o desemprenho dos animais. -/- Tabela 1: Exigências de proteína metabolizável (PM) e proteína bruta (PB), para diferentes categorias de bovinos de corte -/- BAIXE O PDF E VISUALIZE A TABELA -/- Para os bovinos leiteiros jovens, os níveis de PB presente na dieta dos animais entre 150 e 400 kg de PV podem ser entre 12 e 22%, o que é ideal para a prevenção de degenerações, atraso à puberdade ou qualquer anormalidade que afete o desempenho dos animais. -/- Os alimentos mais proteicos são os de origem animal, porém não se pode ofertá-los completamente e diretamente aos animais, isto é, deve-se misturá-los a outros ingredientes; logo, o tipo e a quantidade de proteína depende dos ingredientes, do método de alimentação e do potencial produtivo e genético dos animais. -/- 17.4 Minerais -/- 17.4.1 Manganês (Mn) -/- O manganês é um componente de várias enzimas e essencial para a estrutura óssea normal. Quando a alimentação é deficiente em Mn por algumas semanas, o corpo parece conservar este mineral de forma eficaz. -/- Numa dieta média, cerca de 45% do mineral ingerido é absorvido. A absorção pode ser diminuída com o consumo de quantidades excessivas de Ca, P ou Fe. Após a absorção, o Mn liga-se à sua proteína transportadora e é conhecido como transmanganina. Os ossos, e em menor quantidade o fígado, músculos, e pele servem como locais de armazenamento desse mineral. -/- O Mn está envolvido na função pancreática e na utilização correta da glicose, sendo também um interveniente ativo na produção de tiroxina e de hormonas sexuais. Tem importância na produção do colesterol e no metabolismo de gorduras. -/- O Mn é um mineral de grande afinidade com o aparelho reprodutor. A deficiência desse elemento produz uma diminuição da fertilidade, atraso no desenvolvimento testicular e diminuição da espermatogênese. Se houver atrofia dos testículos, a produção de espermatozoides será reduzida e, portanto, a fertilidade será afetada. -/- A quantidade de 13 mg de Mn por kg de MS é suficiente para a obtenção de um crescimento adequado, mas para um crescimento testicular ideal e constante é necessário um mínimo de 16 mg de Mn por kg de MS. -/- Para uma boa suplementação que atenda às necessidades do gado de corte e leite, o nível ideal de Mn presente na MS em mg/kg deve estar entre 12 – 18 para os bovinos leiteiros e entre 20 – 50 para o gado de corte, tendo como recomendação ideal cerca de 40 mg/kg de MS diários para ambos. Esse mineral pode estar presente tanto na água quanto nas plantas presentes no pasto, portanto a suplementação natural é a melhor escolha, caso necessário a suplementação artificial através da ração no cocho ou do sistema SMI é recomendada. -/- 17.4.2 Iodo (I) -/- A deficiência de I também ocasionar dificuldades reprodutivas e hipospermia. Só a captação da tiroide responde à TSH, e somente a glândula endócrina tiroide incorpora esse elemento nos hormônios que são por ela elaborados. Assim, mais de 90% do iodo do organismo é encontrado nas glândulas tireóideas, principalmente como iodo orgânico. Este grande acúmulo de I na glândula é trocado muito lentamente, cerca de 1% por dia. -/- O I entra no organismo via oral e sob a forma de íon iodeto, absorvendo-se muito facilmente desde o aparelho digestivo e passando rapidamente à corrente circulatória e, posteriormente à glândula tiroide (ALBARRACÍN, 2005) onde tem que vencer um gradiente de concentração de 1 a 20; todavia, dada a afinidade entre essa glândula e o iodo, não existe nenhum problema na organização. Na célula folicular, através da ação da peroxidase, converte-se em I molecular que passa para o coloide para se ligar à tiroglobulina e formar as hormonas tireóideas. -/- O I pode atuar sobre o aparelho genital diretamente ou através da hipófise. A tiroidectomia reduz a produção espermática, por sua vez a tiroxina exótica pode restaurá-la. Essa última, administrada dentro de seus limites fisiológicos, aumenta a produção espermática ao incrementar o metabolismo geral. Talvez, o mecanismo mais aceito para atingir esta função fisiológica seja a regulação do consumo de oxigênio pelas células espermáticas. -/- O I pode ser fornecido em quantidades entre 0,2 e 1,0 mg/kg de MS para todas as categorias animais e sem que o produtor possa se preocupar. O I, que é de suma importância, encontra-se na água e nos vegetais, porém pode ser incrementado via alimentação concentrada ou através da injeção mineral direta no animal. -/- 17.5 Energia -/- A disponibilidade de energia está diretamente relacionada com o padrão normal de pulsatilidade do LH. No caso do balanço energético negativo (BEN), verifica-se um rápido aumento da utilização de glicose, resultando em hipoglicemia e, por conseguinte, hipoinsulinemia que, como se sabe, conduz rapidamente a uma lipólise com maior disponibilidade de ácidos para oxidação. Por sua vez, a síntese de colesterol precursor de esteroides sexuais é diminuída. A alteração da relação estrogênios- androgênios no macho causa uma expressão pobre da libido ou desejo sexual. -/- No touro a subnutrição afeta intensamente a função secretora das glândulas acessórias, provocando uma diminuição de 30 a 60% nas concentrações de frutose e ácido láctico do esperma. TWENTIETH-CENTURY ETHICS. AFTER NIETZSCHE -/- Preface This book tells the story of twentieth-century ethics or, in more detail, it reconstructs the history of a discussion on the foundations of ethics which had a start with Nietzsche and Sidgwick, the leading proponents of late-nineteenth-century moral scepticism. During the first half of the century, the prevailing trends tended to exclude the possibility of normative ethics. On the Continent, the trend was to transform ethics into a philosophy of existence whose self-appointed task was (...) that of describing the human condition as consisting of choices, as unavoidable as arbitrary, without any attempt at providing criteria for making such choices. In the Anglo-Saxon countries, the heir of ethics was a philosophy of morality, that is, an analysis of the language of morality that intended to clarify valuations without trying to justify them. 1958 was the year of the normative turn that led to the Rehabilitation of practical philosophy, a turn followed by decades of controversies between distinct kinds of normative ethics: utilitarian, Kantian, virtue ethics. While the controversy was raging, a quiet revolution took place, that of applied ethics which surprisingly dissolved the controversy's very subject matter by providing methods for making convergence possible on intermediate principles even when no agreement was available about first principles. The normative turn and the revolution of applied ethics have led us, at the turn of the century, to a goal that was quite far from the starting point. Instead of scepticism and relativism that was the fashion at the beginning of the century, at the beginning of the third millennium impartial and universal moral arguments seem to hold the spot being supported, if not by a final rational foundation, at least by reasonableness, the most precious legacy of the Enlightenment. -/- ● TABLE OF CONTENTS -/- ● I Anglo-Saxon philosophy: naturalism 1. The naturalistic-fallacy argument was widely accepted but twisted to prove instead that the intuitive character of the definition of 'good', its non-cognitive meaning, in a first phase identified with 'emotive' meaning. Alfred Julius Ayer is indicated as a typical proponent of such non-cognitivist meta-ethics. More detailed discussion is dedicated to Bertrand Russell's ethics, a more nuanced and sophisticated doctrine, arguing that non-cognitivism does not condemn morality to arbitrariness and that the project of rational normative ethics is still possible, heading finally to the justification of a kind of non-hedonist utilitarianism. Stevenson's theory, another moderate version of emotivism is discussed at some length, showing how the author comes close to the discovery of the role of a pragmatic dimension of language as a basis for ethical argument. A section reconstructs the discussion from the Forties about Hume's law, mentioning Karl Popper's argument and Richard Hare's early non-cognitivist but non-emotivist doctrine named prescriptivism. -/- ●IV Anglo-Saxon philosophy: critics of non-cognitivism 1. Then the chapter illustrates the criticism of modern moral philosophy conducted in the 1920 lectures, where the main target is naturalism, understood in the Kantian meaning of primacy of common sense. The third point illustrate is Adolph Reinach's theory of social acts as a key the grounding of norms, a view that sketches the ideas 'discovered' later by Clarence I. Lewis, John Searle, Karl-Otto Apel and Jürgen Habermas. A final section discusses Nicolai Hartman, who always refused to define himself a phenomenologist and yet developed a more articulated and detailed theory of 'values' – with surprising affinities with George E. Moore - than philosophers such as Max Scheler, who claimed to be Husserl's legitimate heirs. -/- ● VI Continental philosophy: the critics of the philosophy of values 1. The first is Roy Harrod Wittgensteinian transformation of utilitarianism in pure normative ethics depurated from hedonism as well as from whatsoever theory of the good. This transformation results in preference utilitarianism combined with a 'Kantian' version of rule utilitarianism. The second is Richard Hare's two-level preference utilitarianism, where act utilitarianism plays the function of the eventual rational justification of moral judgments and rule-utilitarianism that of an action-guiding practical device. -/- ● IX Normative ethics: neo-Aristotelianism and virtue ethics 1. Feminist ethics -/- Sect 1 reconstructs the post-war rediscovery of ethics by many German thinkers and its culmination in the Sixties in the movement named 'Rehabilitation of practical philosophy' is described. Heidegger's most brilliant disciples were the promoters of this Rehabilitation. Hans-Georg Gadamer is a paradigmatic example. His reading of Aristotle's lesson I reconstructed, starting with Heidegger's lesson but then subtly subverting its outcome thanks to the recovery of the significant role of the notion of phronesis. Sect 3 discusses the three theses defended by Anscombe in 'Modern Moral Philosophy'. It argues that: a) her answer to the question "why should I be moral?" requires a solution of the problem of theodicy, and ignores any attempts to save the moral point of view without recourse to divine retribution; b) her notion of divine law is an odd one more neo-Augustinian than Biblical or Scholastic; c) her image of Kantian ethics and intuitionism is the impoverished image manufactured by consequentialist opponents for polemical purposes and that she seems strangely accept it; d) the difficulty of identifying the "relevant descriptions" of acts is not an argument in favour of an ethics of virtue and against consequentialism or Kantian ethics, and indeed the role of judgment in the latter is a response to the difficulties raised by the case of judgment concerning future action. The chapter gives a short look at further developments in the neo-naturalist current trough a reconstruction of Philippa Foot's and Peter Geach's critiques to the naturalist-fallacy argument and Alasdair MacIntyre's grand reconstruction of the origins and allegedly inevitable failure of the Enlightenment project of an autonomous ethic. -/- ● X Normative ethics: Kantian and rights-based ethics 1. This current started with the discovery of the pragmatic dimension of language carried out by Charles Peirce and the Oxford linguistic philosophy. On this basis, Karl-Otto Apel singled out as the decisive proponent of the linguistic and Kantian turn in German-speaking ethics, worked out the performative-contradiction argument while claiming that this was able to provide a new rational and universal basis for normative ethics. The chapter offers an examination of his argument in some detail, followed by a more cursory reconstruction of Jürgen Habermas's elaboration on Apel's theory. -/- ● XI The applied ethics renaissance 1. The chapter argues that Rawls's distinction between a "political" and a "metaphysical" approach to the theory of justice, one central part of ethical theory, is a formulation of the same basic idea at the root of both the principles approach and the new casuistry, both discussed in the following chapter. The idea is that it is possible to reach an agreement concerning positive moral judgments even though the discussion is still open – and in Rawls' view never will be close – on the essential criteria for judgment. -/- ● XII Fin-de-siècle metaethics 1. The history of early analytic philosophy, and especially the work of the logical empiricists, has often been seen as involving antagonisms with rival schools. Though recent scholarship has interrogated the Vienna Circle’s relations with e.g. phenomenology and Neo-Kantianism, important works by some of its leading members are involved in responding to the rising tide of Lebensphilosophie. Outros pensadores, entretanto, contribuíram significativamente para a formação e o desenvolvimento da Sociologia na Alemanha, entre os quais Ferdinand Tönnies (1855 -1936), Werner Sombart (1863-1941), Georg Simmel (1858-1918) e os estudiosos que a partir da década de 1920 constituíram a chamada Escola de Frankfurt. -/- A obra desses autores liga-se fortemente ao processo de unificação alemã, promovido somente após o triunfo de Otto von Bismarck na Guerra Franco-Prussiana (1871), e à aceleração da industrialização alemã. Esses dois fatores conferiram à Alemanha uma situação muito diferente da de outros países europeus. -/- A alteração nas estruturas de poder, na Alemanha, não ocorreu por meio de uma revolução, como na França, mas por um acordo entre a bur-guesia industrial e os grandes proprietários de terra, tendo em vista uma transição mais adequada aos seus interesses. -/- Vale salientar, em nota, que após a Guerra Franco-Prussiana (1870-71), os príncipes alemães se reuniram no palácio de Versalhes (França), onde aclamaram Guilherme I, da Prússia, como o imperador alemão. Assim surgia o Império da Alemanha, em 1871. -/- A burguesia industrial não estava preocupada em alterar de modo significativo a estrutura fundiária, e os grandes proprietários, que se encastelaram na burocracia estatal, não permitiram a formulação de uma legislação trabalhista que prejudicasse os interesses da burguesia. Assim se fez uma mudança “por cima”, sem levar em conta os interesses dos trabalhadores urbanos ou rurais. Destacam-se aqui dois importantes soció-logos alemães: Georg Simmel e Max Weber, pela presença no Brasil. Depois, brevemente, falar-se-á aqui da famosa Escola de Frankfurt. -/- 1. Georg Simmel (1858-1918) -/- Nascido em Berlim, Georg Simmel é um pensador difícil de enquadrar em alguma tendência ou campo específico do conhecimento. Vamos ler um trecho do que escreveu sobre ele o sociólogo brasileiro Leopoldo Waizbort: -/- Quem tentar esboçar a fisionomia de Georg Simmel (1858-1918), logo se encontra em meio a dificuldades que são características próprias daquilo que se quer apreender. Simmel sempre postulou para seu próprio pensamento uma mobilidade e uma plasticidade para se adaptar ao seu objeto – uma multiplicidade de direções, uma defesa do fragmento –, que se opõem a toda tentativa de fixação e acabamento, a toda pretensão de sistema. Por isso todos os rótulos que lhe são atribuídos, apesar de possuírem seu teor de verdade, sempre soam tão falsos: vitalismo, relativismo, esteticismo, formalismo, irracionalismo, psicologismo, impressionismo e tantos mais. Disto também é exemplo o fato de Simmel, hoje considerado, ao lado de Max Weber e Ferdinand Tönnies, um dos “pais” da sociologia alemã, não poder ser classificado sem mais como “sociólogo”, sob pena de se perderem várias outras dimensões que são essenciais ao seu pensamento (WAIZBORT, 2000. p. 11). -/- G. Simmel foi o último dos sete filhos de um próspero comerciante judeu convertido ao cristianismo. Com a morte do pai, herdou uma fortuna considerável que lhe permitiu independência para desenvolver a vida acadêmica. Estudou História e Filosofia na Universidade de Berlim, onde foi aluno das mais importantes figuras acadêmicas da época. Em 1881, defendeu uma tese sobre Immanuel Kant e recebeu o título de doutor em Filosofia. Entre 1885 e 1914, lecionou Filosofia, Ética e Sociologia na Universidade de Berlim, mas nunca foi incorporado formalmente à universidade. -/- Ocupou o cargo de professor titular de Filosofia somente em 1914, em Estrasburgo, cidade onde permaneceu até a morte, em 1918. -/- Na virada do século XIX para o século XX na Alemanha, houve uma intensa efervescência filosófica, cultural e artística, cenário em que se desenvolveram a psicanálise, a teoria da relatividade, o positivismo lógico e a música atonal. Nesse cenário, Simmel tornou-se um conferencista muito aclamado e escreveu artigos e ensaios sobre os mais variados temas da Filosofia, como lógica, teoria do conhecimento, ética, estética ou metafísica, além de temas da Psicologia, da Sociologia, da História e da religião. -/- Escreveu também muitas biografias (de Johann Wolfgang von Goethe, de Friedrich Nietzsche, de Immanuel Kant e de Rembrandt, entre outros). -/- Suas obras sociológicas mais importantes são: Da diferenciação social (1890), A filosofia do dinheiro (1907), Sociologia (1908) e Questões fundamentais da Sociologia (1917). Georg Simmel teve influência marcante no desenvolvimento da Sociologia na Alemanha, nos Estados Unidos (em especial na Escola de Chicago) e na França (em Durkheim e seus colaboradores diretos). Suas obras foram traduzidas para o francês e o inglês, muitas vezes antes de ser publicadas em alemão. -/- 2. Max Weber (1864-1920) -/- Max Weber nasceu em 21 de abril de 1864, em Erfurt, e morreu em Munique, em 1920. De família abastada, teve uma educação formal de boa qualidade, o que lhe permitiu uma erudição notável. Com 18 anos, ingressou na Universidade de Heidelberg, onde escolheu como área de concentração o Direito e como correlatas a História, a Filosofia e a Economia. Nessa universidade, teve o primeiro contato com os escritos de Immanuel Kant e com neokantianos, os quais nunca deixou de lado em seus estudos. -/- Em 1889, concluiu o doutorado em Direito Comercial com uma tese sobre a história das sociedades comerciais da Idade Média. Em 1891, defendeu outra tese: A importância da história agrária romana para o direito público e privado. Em 1894, tornou-se professor de Economia na Universidade de Freiburg e, dois anos depois, transferiu-se para a Universidade de Heidelberg. -/- A partir de 1897, acometido de uma depressão profunda, não conseguiu desenvolver as atividades acadêmicas. Entre 1902 e 1903, retomou as atividades intelectuais, mas fora da universidade, pois não tinha condições psicológicas para ministrar aulas. No ano seguinte, tornou-se coeditor do Arquivo de Ciências Sociais, publicação muito importante para o desenvolvimento dos estudos sociológicos na Alemanha. -/- Entre agosto e dezembro de 1904, viajou, com Ferdinand Tönnies e Werner Sombart, aos Estados Unidos, por ocasião da Exposição Universal de Saint-Louis, onde entrou em contato com as igrejas e seitas protestantes daquele país e também com vários escritos de Benjamin Franklin (1706-1790), o que foi fundamental para suas pesquisas sobre a relação entre a ética protestante e o capitalismo. -/- Em 1907, recebeu uma herança significativa. A partir de então, dedicou-se exclusivamente à investigação histórica e sociológica. Em 1909, colaborou na fundação da Sociedade Alemã de Sociologia. Ao ser deflagrada a Primeira Guerra Mundial, em 1914, Weber foi convocado como oficial da reserva para dirigir um hospital militar. Entre as atividades no hospital encontrou tempo para continuar a escrever partes do livro que foi publicado postumamente por sua esposa, com o título Economia e sociedade. Além disso, desenvolveu estudos sobre ética econômica e as religiões universais e escreveu uma série de artigos para os grandes jornais da Alemanha. Nesses artigos, criticou a estrutura partidária do país e a burocratização das esferas políticas na Alemanha, afirmando que aquela situação ainda era a herança de Otto von Bismarck. -/- Em 1917, pronunciou uma conferência – A ciência como vocação – e produziu um escrito, no qual explicitou seu método – Ensaio sobre neutralidade axiológica nas ciências sociológicas e econômicas. -/- Pelas ideias expostas em debates e nos jornais e por sua erudição, Max Weber, após a derrota alemã na Primeira Guerra Mundial, fez parte da comissão que redigiu, em 1919, a nova constituição política alemã, conhecida como a Constituição de Weimar. -/- Pode-se afirmar que a vida de Max Weber foi dedicada aos estudos, à pesquisa e à participação ativa na política alemã de seu tempo, por meio de conferências e artigos para jornais e revistas. -/- Weber não media esforços para analisar e com-preender mais profundamente os temas que elegia. Aprendeu grego e hebraico para ler a Bíblia no original, espanhol para ler os documentos sobre as companhias de navegação e comércio espanhol, russo para ler os jornais sobre os acontecimentos na Rússia de 1905 até a revolução de 1917, inglês para ler os textos estadunidenses sobre a vida religiosa e a ética dos protestantes. -/- Para Max Weber, o indivíduo é o núcleo de análise por ser o único que pode definir intenções e finalidades para seus atos. Desse modo, o ponto de partida da Sociologia é a compreensão da ação dos indivíduos, atuando e vivenciando situações sociais com determinadas motivações e intenções. Instituições como Estado e família só ganham sentido quando vistas da perspectiva das relações sociais. Assim, Max Weber não concebe a sociedade como um bloco, uma estrutura una, mas como uma teia de relações capazes de produzir sentido. -/- A obra de Max Weber é vasta e engloba história, direito e economia, passando pelas questões religiosas, pelos processos burocráticos, pela análise da cidade, da música e, enfim, pela discussão metodológica das ciências humanas e dos conceitos sociológicos. -/- Entre os seus escritos, podemos destacar: A ética protestante e o “espírito” do capitalismo (1904-1905/1920), A ciência como vocação (1917), A política como vocação (1919), Economia e sociedade (1920), História geral da economia (1923) e Ensaios reunidos de sociologia da religião (1917/1920). -/- Outros sociólogos alemães mantiveram-se em atividade após a Primeira Guerra Mundial, como Ferdinand Tönnies, Leopold von Wiese (1876 -1969), Hans Freyer (1887-1969) e Franz Oppenheimer (1864 -1943), que fundou, em 1919, a primeira cátedra de Sociologia na Alemanha, em Frankfurt. -/- 3. A Escola de Frankfurt -/- Logo após a morte de Max Weber, abriu-se um novo horizonte para a Sociologia alemã com a fundação do Instituto de Pesquisa Social, vinculado à Universidade Johann Wolfgang Goethe de Frankfurt, que ficou conhecido como Escola de Frankfurt. Em 1923, um grupo de intelectuais – entre eles Friedrich Pollok (1894-1970), Leo Löwenthal (1900-1993), Karl August Wittfogel (1896-1988), Max Horkheimer (1895-1973) e Theodor Adorno (1903-1969) – desenvolveu uma análise da sociedade contemporânea com base em concepções filosóficas de Immanuel Kant, Friedrich Hegel e Friedrich Nietzsche, em visões sociológicas de Karl Marx e de Max Weber e no pensamento de Sigmund Freud. -/- Os integrantes do grupo de Frankfurt pretendiam desenvolver uma teoria crítica da sociedade capitalista e buscavam explicar fenômenos que iam da análise da personalidade autoritária à indústria cultural. Mantiveram a crítica ao positivismo e ao pragmatismo, procurando demonstrar a necessida-de de refletir sobre as condições que permitiram a emergência do nazismo e sobre o significado dessa ideologia. As reflexões desses intelectuais culminaram com uma crítica à razão instrumental e às formas de controle sobre a sociedade contemporânea. -/- Além dos estudiosos citados, são representantes desse pensamento Walter Benjamin (1892-1940), Erich Fromm (1900-1980) e Herbert Marcuse (1898-1979), entre outros. Todos os integrantes da Escola de Frankfurt precisaram sair da Alema-nha por causa da perseguição nazista. Adorno e Horkheimer voltaram ao país depois do fim da Segunda Guerra Mundial. It is no secret that disputes between philosophers working in separate traditions do arise, especially along the analytic-continental fault line. Flashes of disagreement between analytic philosophers and pragmatists have also been witnessed in recent years. Many analytic philosophers allege that pragmatism lacks logical rigor or contains a naïve theory of truth (i.e., what is useful is true). Some pragmatists contend that analytic philosophy fails to address practical issues—what John Dewey called ‘the problems of men’—and endorses a faulty fact-value dichotomy. Many (...) of these disagreements reflect mistaken views on both sides of the analytic-pragmatist divide, views that could easily be corrected through more open dialogue across the two traditions. Since at least the mid-twentieth century, analytic philosophers and pragmatists have reached out to each other in an effort to bridge the divide. When the founders of the analytic tradition, the logical positivists, immigrated from Austria and Germany to the United States during World War II, the stage was set for greater collaboration. Indeed, the logical positivist Otto Neurath invited the American pragmatist John Dewey to contribute to the Encyclopedia of Unified Sciences. This collaborative spirit finds expression in the present collection of essays. According to the editor, ‘(t)his volume aims to clarify the most recent developments in this process (of collaboration), focusing on the key theoretical issues in the revival of salient themes in the classic tradition of American philosophy within the context of analytical thought’ (xi). Privacy and surveillance scholars increasingly worry that data collectors can use the information they gather about our behaviors, preferences, interests, incomes, and so on to manipulate us. Yet what it means, exactly, to manipulate someone, and how we might systematically distinguish cases of manipulation from other forms of influence—such as persuasion and coercion—has not been thoroughly enough explored in light of the unprecedented capacities that information technologies and digital media enable. In this paper, we develop a definition of manipulation that (...) addresses these enhanced capacities, investigate how information technologies facilitate manipulative practices, and describe the harms—to individuals and to social institutions—that flow from such practices. -/- We use the term “online manipulation” to highlight the particular class of manipulative practices enabled by a broad range of information technologies. We argue that at its core, manipulation is hidden influence—the covert subversion of another person’s decision-making power. We argue that information technology, for a number of reasons, makes engaging in manipulative practices significantly easier, and it makes the effects of such practices potentially more deeply debilitating. And we argue that by subverting another person’s decision-making power, manipulation undermines his or her autonomy. Given that respect for individual autonomy is a bedrock principle of liberal democracy, the threat of online manipulation is a cause for grave concern. (shrink)

Since 2016, when the Facebook/Cambridge Analytica scandal began to emerge, public concern has grown around the threat of “online manipulation”. While these worries are familiar to privacy researchers, this paper aims to make them more salient to policymakers — first, by defining “online manipulation”, thus enabling identification of manipulative practices; and second, by drawing attention to the specific harms online manipulation threatens. We argue that online manipulation is the use of information technology to covertly influence another person’s decision-making, by targeting (...) and exploiting their decision-making vulnerabilities. Engaging in such practices can harm individuals by diminishing their economic interests, but its deeper, more insidious harm is its challenge to individual autonomy. We explore this autonomy harm, emphasising its implications for both individuals and society, and we briefly outline some strategies for combating online manipulation and strengthening autonomy in an increasingly digital world. Universal Basic Income (UBI) has been proposed as a potential way in which welfare states could be made more responsive to the ever-shifting evolutionary challenges of institutional adaptation in a dynamic environment. It has been proposed as a tool of “real freedom” (Van Parijs) and as a tool of making the welfare state more efficient. (Friedman) From the point of view of complexity theory and evolutionary economics, I argue that only a welfare state model that is “polycentrically” (Polanyi, Hayek) organized (...) as an evolving network of distributed decision-making can respond to the challenges of complexity in an adaptively efficient manner. UBI has the theoretical possibility to facilitate flexible, bottom-up innovation, since a) it embodies the “rule of law” principles of generality, nondiscrimination, simplicity, and transparency, and b) it grants people widespread freedom to experiment, innovate, and deviate from established practices and norms; but whether it can be made to work as intended depends on a number of variables in its design. I situate my research in the contemporary UBI debate around automation and technological development, which I interpret creatively through the lens of contemporary evolutionary political economy. I advance a syncretic model of institutional design based upon the shared insights of the Santa Fe, Neo-Hayekian, and Neo-Schumpeterian schools of evolutionary economics that, following Adam Thierer and Michael Munger, I call the framework of Permissionless Innovation (PI). Under the PI framework, which is a development of the tradition of evolutionary liberalism (Hume, Smith, Mandeville, Mill, Hayek, Polanyi, Schumpeter, Hodgson), individuals are granted the default right to innovate without having to ask for permission, and the right to basic income, which they can use to support their right to innovate, mutate, and experiment. This framework is a liberal framework to the extent it relies on widespread human freedom as a means of fostering innovation and social learning. And it is an evolutionary framework to the extent that it seeks to facilitate evolutionary socioeconomic processes for the sake of social progress and welfare advancement. I proceed to show, through an analysis of how innovation operates in both the economy and the cultural domain, that UBI can be used as an important cornerstone of an evolutionary liberal model of “ecostructural” governance that treats the socioeconomic order as an ecological garden of spontaneous growths, adaptations, and innovations. I call this the Permissionless Innovation Universal Basic Income (PIUBI) framework. In it, the right to innovate, deviate, and mutate is upheld as the “gold standard” of institutional design whereby individuals are granted widespread freedoms combined with the provision of UBI and other innovation-fostering (carefully bound) services and regulations. In the coming decades, UBI may even enable poor people to take better advantage of Human Enhancement Technologies (HETs) and other experimental innovations. Such a framework is compatible with a fast pace of evolutionary development, but the regulatory model accompanying such a framework must be capable of responding to evolutionary lock-ins, maladaptive innovations, self-destructive behaviour on the part of UBI recipients, and the management of catastrophic and existential risks. In the end, I will have shown that the PIUBI framework can be justified as a plausible default institutional mechanism for responding to radical uncertainty, but it needs to be experimentally adapted to changing circumstances with the help of various situation-specific, polycentric, multi-level, approaches. As a response to the COVID-19 crisis, governments have turned to various discretionary measures such as cash transfers to consumers and businesses with mixed results. Universal Basic Income (UBI) is back on the agenda as well. One of the main advantages of UBI, as scholars like F.A. Hayek, Milton Friedman, and James M. Buchanan have argued, is that it does not depend upon competent and benevolent government discretion—which is often in short supply—but upon pre-established rules. This paper argues that the (...) UBI scheme holds tentative promise from the point of view of improving the institutional crisis preparedness of a complex socioeconomic order. The pre-established rules of UBI buttress the rule of law framework that improves the ability of economic agents to spontaneously coordinate their actions in times of crisis characterized by radical uncertainty, disequilibrium shocks, and institutional instability. Furthermore, UBI combines the distribution of fungible resources with the delegation of independent decision-making power to millions of crisis-struck individuals and communities. Compared to discretionary tax-and-transfer schemes, the rules of UBI therefore appear more compatible with the polycentric discovery of novel solutions from the bottom-up. In times of crisis, UBI may be relied upon as one cornerstone of what I shall call the permanent crisis management framework. Having such a permanent scheme may minimize - although it does not altogether eliminate - the need for discretionary transfers, targeted intervention, and technocratic management in times of crisis. However, this theoretical model of UBI as a facilitator of polycentric crisis preparedness faces several practical challenges that need to be addressed in further research. (shrink)

The complexity approach to political economy suggests that radical uncertainty is a necessary feature of a complex and evolving socioeconomic landscape. Radical uncertainty raises various adaptive challenges that are likely to escalate in the coming decades under the “Fourth Industrial Revolution.” It jeopardizes the wellbeing of ordinary citizens, whose welfare prospects, job opportunities, and income stream are rendered insecure. It also renders precarious the robust implementation of universal human rights, including the right to social security. In fact, it will be (...) argued that human rights cannot be institutionally secured unless they are implemented in a “complexity aware” way that takes account of the uncertainty of the socioeconomic order. In particular, in order to better protect the dignity of rights holders, and to allow them to survive and thrive in the face of radical uncertainty, governments ought to explore various institutional alternatives to existing schemes. It will be suggested that most existing conditional welfare policies systematically fall short of complexity-aware institutional implementation to the extent that they rely on unreasonable assumptions regarding the availability of salient technocratic control over the complex socioeconomic order. Some economists and philosophers have suggested that UBI (Universal Basic Income) might be a viable way to implement the right to social security today. I propose that some of UBI’s most ethically and economically controversial features, such as unconditionality and universality, appear relatively appealing in light of the complexity perspective. In the absence of better alternatives, UBI might even be a requirement of a robust implementation of the human right to social security – a right that welfare states are already committed to on the level of ideal theory but predictably fail to respect in practice due to policy incoherence. However, open questions remain about whether UBI can be transformed from an ideal model into a pragmatic policy. (shrink)

In his influential 1949 essay, The Intellectuals and Socialism, F.A. Hayek prophesied that the “revival of liberalism” must coincide with the resurgence of “the courage to be Utopian.” Today, at a time when liberalism is under attack from multiple fronts, we need courage more than ever. Indeed, the rediscovery of the Utopian potential of liberalism coincides with going back to its roots. My paper shows that liberalism, especially in its so-called “epistemic” or "evolutionary" branch whose notable theorists include Adam Smith, (...) J.S. Mill, Herbert Spencer, and F.A. Hayek, provides a framework for “real Utopian” theory and practice. However, I argue that evolutionary liberalism should be enriched with the insights of contemporary evolutionary theory and complexity theory to properly account for the downsides of social evolution and to overcome the understandable charge of social Darwinism. Only then can it robustly realise its emancipatory aspirations and real Utopian promise. (shrink)

The Finnish experiment of 2017–18 is a crucial test case. It provides one of the most robust experimental tests of a universal basic income (UBI) in the context of an advanced industrialised society. And it is a real milestone, since it represents a nonutopian approach to UBI that can be palatable to middle class voters. But its partial success is also a partial failure. Although it is too early to render judgement, the Finnish case shows that there are many obstacles (...) for the successful implementation of theoretical models. Experiments often fall short of the ideal experimental conditions. This speaks against taking too optimistic a view on the next steps. (shrink)

This essay comprises two chapters from the first part of Bollnow’s book on moods, namely the second chapter on the concept of Stimmung and the third chapter on Stimmungen as the sustaining foundation of the soul. It argues that moods constitute the simplest and most original form in which human life comes to know itself. Moods are understood as a specific harmony between, first, the inner and outer world; second, the states of the body and the soul; and, third, the (...) individual faculties of the soul. Moods differ from emotions in the narrow sense, which are always intentionally directed towards a specific object, whereas moods do not have any specific object; they are states of being, structuring and coloring human existence as a whole. Hence, no system of moods is provided, but their extensive diversity is indicated. Furthermore, transient, unsteady, or “moody” moods are distinguished from persistent or basic moods. (shrink)

In his insightful book, Trust in a Polarized Age, Kevin Vallier (2021) convincingly shows that the legitimacy and sustainability of liberal democratic institutions are dependent upon the maintenance of social and institutional trust. This insight, I believe, has value beyond the illustrious halls of post-Rawlsian, post-Gausian thought. Indeed, while I remain skeptical towards some of the premises of public reason liberalism, I am convinced that any liberal democratic political philosopher who takes the trust literature seriously and who has made their (...) (pragmatic or principled) peace with redistribution has good reasons to sympathize with the general outlines of the institutional palette that emerges out of his book. In this article, I will take for granted Vallier’s assumption that the erosion of social and institutional trust is a serious problem. This motivates investigating the trust-bearing attributes of the redistributive welfare state and the “principle of social insurance” that underpins it. I reconstruct and critically analyse Vallier’s case for a liberal democratic welfare state. I show that he makes a convincing public reason argument for universal social insurance but proceeds too hastily to exclude the principle of unconditionality from consideration. The rest of my paper consists of defending this claim by presenting two kinds of arguments— empirical and theoretical—that I think public reason liberals like Vallier, according to their own commitments, should be motivated to incorporate into their comprehensive discussion of the public justifications for and against basic income. They will show that Universal Basic Income (UBI), although it remains contentious, has some features that could appeal to a diverse citizenry, and thus tilt the balance of public reason judgments towards UBI. Classical liberals have a long and convoluted history with the welfare state. Welfare policy has engaged liberals ever since the debates round poor relief, land ownership, and distributive justice in authors like John Locke, Thomas Paine, Herbert Spencer, and Henry George. However, the majority of the welfare state debate, from David Hume and Adam Smith to Milton Friedman and Richard Epstein, has been conducted primarily on the basis of rule-consequentialist reasoning, weighing the expected (long-term) costs and benefits of different institutional (...) rules. Classical liberals tend to be primarily concerned with welfare in the “happiness of individuals” sense and only secondarily with welfare in the “government handout” sense. This necessitates an investigation into the expected benefits and costs of various institutional rules and social policies. As a result, any disagreements about the best institutional pathway forward must be settled through comparative institutional analysis. Today, it seems to me that the classical liberal perspective must choose between two alternative pathways, each of which has its pros and cons, and each of which seems compatible with the abstract and general rules of the market society: 1) The Minimally Redistributive State based on a classical liberal constitution supported by robust market institutions and a civil society mosaic of polycentric mutual aid networks; or 2) The Welfare State of Law which, in addition to all of the above, adds a few carefully rule-bound and market-conforming redistributive mechanisms, the most important of which is the robust guarantee of something like a conditional minimum income scheme or an unconditional UBI/NIT scheme. In addition, the 3) “Third Way” models of the Social Market Economy and the Free Market Welfare State are also sometimes included as a third option. (shrink)

In a number of works, James M. Buchanan set out a proposal for a ‘demogrant’— a form of universal basic income that applied the principles of generality and non discrimination to the tax and the transfer sides of the scheme and was to be implemented as a constitutional rule outside the realm of day-to-day politics. The demogrant has received surprisingly little scholarly attention, but this article locates it in Buchanan’s broader constitutional political economy project and shows it was a logical (...) application of his theoretical framework to the problem of inefficient and unfair welfare systems when reform to the basic institutions of majoritarian democracy was not forthcoming. The demogrant aims to end the problems of majority cycling and rent seeking that plague contemporary welfare states and therefore offers a model of welfare without rent seeking—a constitutional welfare state. We compare Buchanan’s demogrant model to other universal basic income and negative income tax models and consider the most important criticisms. We conclude that rescuing the demogrant model from relative obscurity would be a fruitful future task of applied constitutional political economy and public choice. (shrink)

What does effective poverty relief entail? How are we to assess the capacity of advanced industrialized societies to solve the problem of poverty? What role, if any, is left for the welfare state? This chapter argues that poverty relief, far from being primarily a matter of post hoc redistribution, primarily consists in a Hayekian-Schumpeterian discovery (or innovation) procedure whereby the problems of the poor are continuously discovered, identified, and eventually solved from the bottom up. This suggests new avenues for reform. (...) I argue, from the point of view of complexity theory, that governments must overcome knowledge and governance problems that limit their competence in the realm of solving the problems of the poor. As a result, any efficient system of poverty relief is unlikely to emerge from imposing an efficient and equitable top-down delivery of given goods and services based on established practices or preferences. The knowledge of what goods and services are required, and what practices should be modified to produce them, is not given to policy makers; it needs to be discovered. And this discovery is best modeled as an entrepreneurial, inquisitive, and experimental process. This process is best understood by applying complexity theory and the Austrian (Hayekian) epistemic paradigm. (shrink)

Liberal-minded basic income scholars often argue that UBI has two key properties that work together to justify it. Let us call these the freedom justification and the narrative justification. On the one hand, UBI is defended because it gives people more freedom to do what they want to do. (Stigler, 1946, Friedman, 1962; Van Parijs, 1995; Widerquist, 2013) They exhibit primary concern for the purely formal properties of the regime of liberal neutrality. On the other hand, many scholars, including many (...) of the same liberal scholars, argue that UBI also pushes society substantively towards desirable social outcomes. They combine the freedom justification with substantive predictions and expectations. (Rifkin, 1995; Murray, 2016; Weeks, 2020) However, I show that both existentialist philosophy (Sartre) and complexity theory (Knight, Hayek, Schumpeter) suggest that a liberal social order is compatible, at best, with rough pattern prediction about a multiply realizable future that remains narratively open to multiple possible trajectories. Liberal neutrality, to the extent that it nourishes radical freedom, is incompatible with strong, stable narrative predictions. As Nozick put, it “liberty upsets patterns”. This is true of all liberal UBI models, and liberal institutions in general. (shrink)

This article analyses the phenomenology and ontology of videogames through the lens of semiotics. The difference between games and more traditional narrative models (such as those found in books and movies) lies on the structural level. The game narrative needs to be ‘written’ (played) before it can be ‘read’ (interpreted). Games provide fluidity of interactive immersion: the interface as the place of the merger between the player and the game. A connection, without delay, is established between the movement of the (...) player’s hands and the virtual movement across virtual space-times of the virtual characters/events on the screen. The connection is cybernetic, of course, and real. The actuality of the virtual is established as the action of the finger movements of the player. Games require at least a minimum degree of interaction. The player has a role as the master of the code, as the last string of code attached to complete the sequence. Such is the definition of the Cinematic under the formal demands of the Ludic: the defining-delimiting-restricting background which nonetheless, by its very (fixed) presence, provides the nurturing ground for the appearance and presence of (fluid) malleability as the ‘gap’ or ‘lack’ in the structure to be filled – in whatever manner – by the player in the act of his or her (world-constitutive) existential engagement. Why humanism, still/again? The very same question was asked – not for the first time, nor for the last – by Sartre, in a rhetorical mood, in his 1946 landmark treatise, L’existentialisme est un humanisme, a work which propounded many of the topics and doctrines that were to become the core of the new French existentialist movement in philosophy and literature. In differentiating “his” philosophy from the other humanist traditions of the time – from those allied with it, like Marxism, (...) to those hostile to it, like Christianity – he chose to define “existentialist” humanism as radically distinct from “essentialist” or “classical” humanism (basically everything pre-Sartre or pre-Existentialism). Humanism he defined as “une theorie qui prend l’homme comme fin et comme valeur supérieure." In his reading of history, this pre-existentialist humanism of his forebears, as represented by Enlightenment’s offspring, unduly emphasized such things as “human nature”, “human rights” (god-given or natural) and social law-likeness – all essentialist, anti-individualistic theories of the human condition. Existentialism wanted to strip away the last vestiges of any essentialist salvaging of the absoluteness of Man’s condition: “l’homme est libre, l’homme est liberté”; “Nous sommes seuls, sans excuses … l’homme est condamné à être libre." Instead of history or the social condition being the sculptor of man, it is man himself who is the author of his own destiny and of the course of history. Ongelma onkin siinä, että näitä pitkän tähtäimen hyötyjä ei yleensä ole otettu riittävästi huomioon. Sananvapauden haitat ovat kiistattomia, joten sananvapauden uskottavan puolustuksen tulee (...) lähteä tämän todellisuuden hyväksymisestä. Sen tulee tarjota uskottava teoreettinen vaihtoehto houkutteleville valtiollisille ratkaisuille, kuten kohdennetulle vihapuhelainsäädännölle. My paper proposes a tentative framework of bio-existential semiotics based on a reading of Peirce, Darwin, Heidegger, Tarasti, and others. According to this view, there is an evolutionary continuum to life. Human beings are natural organisms and they exhibit many similar bio-existential phenomena. Natural evolution also produces the anthropological, societal and global semiotic processes that constitute cultural evolution as an outgrowth. In the bio-existential perspective, the world is composed of imperfect systems and imperfect consciousnesses where every lifeform must struggle for (...) its existence. Every “Dasein” must face the fact that it must die because it cannot comprehend or control the universe in its totality. This is why life and existence are “tragic” phenomena. Every bio-existential Dasein is a partial comprehension of the universe, and the only way the universe can comprehend itself is through these partial perspectives, which are born to imperfection and die in imperfection, but whose imperfection is of the essence of the universe. This is why bio-existentialism makes for a “tragic” perspective: we are mortals, and all mortals must die. Nonetheless, there is also hope and optimism in this view of life. In conceiving of existence as having certain universal principles that extend from biology to sociology, semioticians and philosophers can formulate new ways of looking at the world. Together with scientists and artists, they can hopefully work towards a better – or at least more refined – ethical attitude towards science, nature and society. (shrink)

Many people appear to attach great value to sad music. But why? One way to gain insight into this question is to turn away from music and look instead at why people value sad conversations. In the case of conversations, the answer seems to be that expressing sadness creates a sense of genuine connection. We propose that sad music can also have this type of value. Listening to a sad song can give one a sense of genuine connection. We then (...) explore the nature of this value in two experimental studies. The results suggest a striking relationship between music and conversation. People see something distinctively musical in works that express precisely those emotions that they think most create connection within conversation. (shrink)

Machine learning algorithms may radically improve our ability to diagnose and treat disease. For moral, legal, and scientific reasons, it is essential that doctors and patients be able to understand and explain the predictions of these models. Scalable, customisable, and ethical solutions can be achieved by working together with relevant stakeholders, including patients, data scientists, and policy makers.

Different opinions about the simplicity of God may be connected with different understandings of how abstract terms are used to name the properties which are affirmed of a being. If these terms are taken to signify parts of that being, this being is not a simple one. Thomas Aquinas, who attributes essence, existence and perfections to God, nevertheless thinks that these are not different parts of God. When essence, existence and perfections are attributed to God, they all denominate the same, (...) the Being of the first cause. For Aquinas, this is a consequence of his way of introducing the language about God by basing it upon the philosophical ways leading to God as first cause. Awareness of this connection between Divine attributes and the arguments for God’s existence is crucial for an adequate understanding of Aquinas’ position. (shrink)
